At present, there are so many realistic problems which need to be solved urgentlyby the government at all levels, such as serious shortage of pre-school educationresources, uneven development between urban and rural areas, difficulties in going tokindergartens, high tuition, etc. A number of policies promulgated by the governmentput forward that the development of preschool education should adhere to theprinciple of public welfare and universality emphasizing the expansion of pre-schooleducation resources in a variety of forms to establish pre-school education publicservice system covering urban and rural areas with rational layout. Our governmentalso proposes development goals, such as “expanding pre-school education resourcesin a variety of forms","encouraging high quality public kindergartens to set upbranches, merging weak kindergarten or cooperating","encouraging social forces tobuild kindergartens in a variety of forms" etc."Collectivized kindergarten" as one ofthe forms to expand pre-school education resources, how to make it "manifest theirown advantages, weaken the deficiencies and form the characteristic" is the key toachieve the radiation of high quality education resources. Through the classificationsof collectivized kindergarten’s development models and analysis of its operationsituation characteristics, this study tries to explore a more perfect development roadfor collectivized kindergartens to meet the needs of the reality and provide someuseful theoretical explorations for expanding the radiation range of high qualitypre-school education resources. The results show that:1. A Study on the Development Patterns of Collectivized Kindergartens(1) Through the systemic and deep study on Liaoning Province collectivizedkindergartens. From different perspectives, the development patterns of collectivizedkindergartens are classified. Among them, from the aspects of "form", they can bedivided into "brand copy type","accumulation expanding type","investment chaintype" and "multivariate mixed type", etc. From the aspects of “members’ features",they can be classified into "famous kindergarten+new kindergarten","famouskindergarten+town kindergarten","famous kindergarten+famous enterprise" and"brand+real estate", etc. (2) For the unbalanced power of the government, the kindergarten and marketin the process of formation, there exist certain differences in the operationcharacteristics of all kinds of collectivized kindergartens. However, on the whole, thedevelopment pattern of the collectivized kindergartens in Liaoning Province presentsa "diversified" development trend.2. A Study on the Operation Status of Collectivized Kindergarten(1) The factors of the operation mechanism of collectivized kindergartens areexplored, which are mainly composed of six factors, such as resource sharing andplanned mechanism, quality supervision and guarantee mechanism, target andcommunication mechanism, incentive mechanism, public welfare and benefitmechanism, competition mechanism. The connotation of every factor is concrete andindependent, which depends on the operation mechanism of the overall collectivizedkindergarten.(2) The similarities and differences in all aspects of the operation mechanism ofthe collectivized kindergartens under different development patterns are analyzed.Finally, the countermeasures are put forward aimed at the existing problems in theoperation mechanism of collectivized kindergartens.In Brief, the collectivized kindergartens should avoid increasing numbers at theexpense of the quality. They should lay the sound foundation for the long-termdevelopment of the preschool education. This study attempts to explore a moreperfect development road for kindergarten so as to provide some useful theoreticalexplorations for expanding the radiation scope of high quality pre-school educationresources in a variety of forms.
