Since the twenty-first Century,the unbalanced phenomenon of economic development and social development has attracted more and more attention.This is mainly manifested in the widening gap between urban and rural areas and the lagging development of rural economic.Among numerous factors,insufficient development of practical talents in rural areas is an important reason of it.Due to its agricultural development and unit area benefits,Shanghai has distinctive presentation and particularity in building the modern agriculture and the development of practical talents in rural areas.The training and development of practical talents in rural areas in Shanghai has more realistic and long-term significance in the process of promoting the development of modern agriculture and the creation to a global city.It is worth mentioning that rural practical talents are both the participants and the beneficiaries,so their low passion on attending the training is a big problem in the process of training and developing rural practical talents,which affects the process training and developing.When government designs rural practical talents' training and development activities,it should fully consider subject participation and enthusiasm to improve its management of training and developing rural practical talents.The purpose of this paper is to discuss the influencing factors of the participation behaviors of the training and development of rural practical talents in Shanghai.Then according to these factors,we promote the situation of their participation in training with limited sources,so as to promote the training and development of practical talents in rural areas,the formation of talents,the agricultural modernization and the development of rural economy and society.It can provide new ideas for grass-roots government to manage rural practical talents' training development.Especially the villages and towns government,agricultural service centers and other agricultural sectors can optimize management of rural practical talents' training and development in the administrative management.Firstly,this thesis analyzes the current situation of the training and development of practical talents in rural areas,analyzes the problems and the causes of it.It is found that problems are mainly caused by the limited resources of the government.It shows the importance and necessity of studying on the participation behavior of their training.Secondly,basing on the theory of planned behavior and combining with the existing literature,set up the theoretical model of the influencing factors of the training and development of rural practical talents in Shanghai from four aspects,training and individual factors,organizational factors,training project factors and the effect factors.Then the research hypothesis was put forward.Thirdly,we use the stratified survey method to survey the rural practical talents in Qingpu and classify the data.And we use SPSS19.0 statistical software to analyze data and its validity and reliability.Then,we verify the proposed hypothesis and hypothesis model by Pearson correlation analysis and linear regression.Finally,basing on the validation of empirical research model,we find the enthusiasm of rural practical talents in training is influenced by the four factors above and we put forward the strategy and suggestions to improve it by combining the home experience with the experience abroad so as to strengthenrural practical talents' training and development.
