Study On The Training Modes Of Rural Practical Talents In Hubei Province

As the central government paid attentions to the "three rural" issues and carried out to the talent strategy, rural practical talents were classified as one talent of five talents in our country, training rural practical talents is a important measure of developing human resources in rural areas, Hubei Province as an important agricultural province in our country, also it is an important base of grain in China, carring out the work of training rural practical talents is a great significance, I study on the training modes of rural practical talents, studing on the status and problems of training modes, and studing the countermeasures, which may be provided more ideas to training rural practical talents in rural areas of Hubei province.In this paper, I research the training modes of rural practical talents in the Hubei province by the theoretical and empirical methods, this paper is to be split into six sections. The first section is introduction, which introduces the purpose, significance, main content and research method of this work; the second section I use the theory of investment in human capital,public goods and incentive to make a theoretical analysis to training rural practical talents, then I present the definition of the concepts:rural practical talents and training of rural practical talents and training modes of rural practical talents and training needs of rural practical talents; the third section I according to factors of the main trainers and cost-sharing methods,Chinese training activities of rural practical talent can be divided into three modes:government-led model, the market-guided model and the peasants autonomous mode, then I do a comparative analysis with advantages and disadvantages,then I research problems and development tendency of training modes of rural practical talents in Hubei province by obtaining information that was I go to agricultural sector of Hubei province governments, I focused on introducing problems and development tendency of government-led model of training rural practical talents in Hubei province, that improve the skills and income of farmers, but that have some issues for example incentive mechanism is not perfect; the fourth section I research the training needs of farms by the questionnaires in rural areas of Hubei province,I find some questions that is training needs,for example training contents, training time, training methods and other factors, are differences with reality, and then I suggest to perfecting training models basing on respecting the wishes of farms in Hubei province (specially perfecting government-led model of rural practical talents), governments should be set to ideas and concepts of reducing training costs, classification to train the rural practical talents; the fifth section,I summarize the typical farmer training models in China and abroad, I found the success of farmer training models have legal protection, adequate financial support and the successful operational mechanism, learning that will perfect training modes of training rural practical talents; the sixth section I have some recommendations to perfect training modes of rural practical talents;in sixed chapterâ… recommended some principles of training model of rural practical talents in Hubei province, such as local conditions, service oriented industries, insisting on locally to the transfer of rural labor, the use of market opportunities, results-oriented principles, finally for perspective of strengthen basic education, improve the mode of operation mechanism, strengthen the incentive security system,I suggest some recommendations to perfect three training modes of rural practical talents:government-led model, the market-guided model and the peasants autonomous mode in Hubei province.
