Teacher performance appraisal is the right and duty of colleges and universities,authorized by the Higher Education Law.Its result may influence the appointment,promotion and punishment of teachers and can provide the basis for planning teacher training,teacher career development and various management decisions.The assessment mechanism and its execution affect teacher's enthusiasm and initiative,are essential to scientific and fair personnel management and may ultimately influence the core competitiveness and the achievement of the overall strategic objective of colleges and universities.T College is a public full-time undergraduate college that offers programs in engineering,economics,management,literature,law,arts and so on,featuring engineering.Based in Tangshan,and faced with the implementation of national strategies of industry transformation and upgrading,and the coordinated development of Beijing,Tianjin and Hebei,which bring opportunities for various fields,T College aims to serve Beijing,Tianjin,Hebei and the Bohai Sea rim region.Focusing on teaching and learning,T College seeks power in reform,and development in quality.It trains qualified,knowledgeable,capable and innovative professionals for industries of production,construction,management and services.However,the teacher appraisal in T College lacks a scientific orientation,and is not well integrated with the overall construction concept and future goals of the college,which leads to inconsistency of teacher's personal development and the college objectives.Teachers focus more on personal development,contributing little to the sustainable development and core competitiveness.As a result,it is hard for the college to achieve its overall goals.In the paper,a discussion was made about the definition,research background and the practical significance of teacher performance appraisal system in colleges and universities,and an analysis was made about the basic theories and practices of the teacher performance appraisal system.The paper also explores present studies in China and the implications of foreign studies on teacher performance appraisal.Taking T College as a specific case,the paper analyzed the present condition and problems in the current teacher performance appraisal.A solution is proposed to solve the problems,i.e.the mechanism based on the Post Appointment System.Through Management by Objective(MBO),the objective of teacher performance appraisal can be established,and the indicators can be obtained through Key Performance Indicator(KPI).It is hoped that the research may facilitate the teacher performance appraisal system in T College and thereby the sustainable development of the college.
