Textbook is an important carrier of curriculum implementation,an important tool for teachers and students to learn,and plays an irreplaceable role in implementing the national educational objectives and personnel training objectives.Therefore,strengthening the construction of textbooks and improving the quality of textbooks have become the top priority of curriculum reform all over the world.In order to build high-quality textbooks that embody the will of the state and adapt to the teaching reform of courses,efforts must be made in the textbook management system.The management system of textbooks is the normative procedure and legal basis to guarantee the construction of textbooks.Textbook management is composed of many procedures or links in the process of textbook management.It is of great significance to construct the textbook management system in accordance with many links in the process of textbook management,which is the basic guarantee to guarantee the construction of textbooks in a standardized,orderly and fair manner.Textbook management system generally includes textbook compilation system,textbook review system,textbook publishing and distribution system,textbook selection system and so on.Among them,the textbook auditing system is an important part of the textbook management system,which is the key to ensure the quality of textbook construction.Therefore,countries around the world are actively exploring the textbook auditing system adapted to their own curriculum and textbook reform.At present,our country is in the deepening period of basic education curriculum reform,which puts forward high requirements for the construction of primary and secondary school textbooks.To some extent,it is the key period for the construction of compulsory education textbook auditing system in our country.In the process of improving the textbook system,Japan attaches great importance to the textbook auditing system,and has been devoting itself to the improvement and development of the textbook auditing system for a long time.The exploration and practice of the textbook auditing system in Japan are worth learning from.Based on the above motivation,this study adopts the methods of documentation,comparison and text analysis to make a thorough and comprehensive comparative study on the textbook auditing system of primary and secondary schools in China and Japan,including the auditing institutions and functions,procedures,standards and mechanisms,in order to find out the similarities and differences between them,and on this basis,to further improve the textbook auditing and customization of primary and secondary schools in China.Degree provides useful reference.Firstly,this study focuses on explaining the main framework of the compulsory education textbook auditing system in China and Japan,and makes a systematic analysis of the auditing institutions and functions,standards,procedures and mechanisms.Secondly,this paper makes a thorough comparison between China and Japan on the examination and approval system of primary and secondary school textbooks,comparing the examination and approval institutions and their functions,standards,procedures and mechanisms,trying to find out the commonalities and differences of the examination and approval system of national textbooks,so as to provide useful reference for the reform of the examination and approval system of compulsory education textbooks in China.
