The education for the Health-impaired is one of the important components of Japan's Special Needs Education.Since the birth of the education for the Health-impaired with modern significance,it has a history of more than a century.Throughout the history of the development of the education for the Health-impaired,we can find that the compulsory education system for the Health-impaired is implemented more than 30 years later than blind and deaf education.Compared with other types of people with disabilities,those who are sick are the target of public school education at the latest.The education for the Health-impaired quietly accumulates and continues to evolve before implementing the system of compulsory education.As all aspects of the preparation and adequacy of conditions,the Japanese government decided to formally implement the compulsory education system in 1979,which promoted the rapid development of the education for the Health-impaired.The system of compulsory education is a landmark event in the history of the development of the education for the Health-impaired in Japan.Its implementation has guaranteed the educational rights of the health-impaired people.Research on the establishment of this critical incident in the compulsory education system for the education for the Health-impaired will help us to understand the historical process of the development of Japan's the education for the Health-impaired and help to enrich the research achievements in the field of Japan's Special Needs Education.It has a certain academic value and reference.Based on the question of "how to set up the compulsory education system for the Health-impaired ",this master's thesis comprehensive use of literature research method,historical research method,case study method,comparative research method,is divided into four parts.The first part is the gradual establishment of the system of the education for the Health-impaired(1945-1970),which mainly focuses on the background,the academic system,the curriculum standards,the criteria for the education of the Health-impaired,the relevant provisions of education measures,teachers and funding and so on of the development of the education for the Health-impaired at that time.Analysis of the characteristics of the Education for the Health-impaired during this period.The second part is the establishment of the compulsory education system for the education for the Health-impaired(1971-1979),which mainly focuses on the background of the relevant policies on the implementation of the compulsory education system for the Health-impaired,the key policy texts established by the compulsory education system and the preparation for the implementation of the compulsory education system.At the same time,it narrates some different opinions of the people against the government's implementation of the compulsory education system.Analysis of the characteristics of the Education for the Health-impaired during this period.The third part is to reveal the new changes in the education for the Health-impaired brought about by the implementation of the compulsory education system.The changes are reflected in schools and students,curriculum standards,teaching materials,teacher training and cooperation with other agencies in society.And take the influence of compulsory education system on Okayama as a case study.The fourth part mainly evaluates the compulsory education system of the education for the Health-impaired in Japan on the basis of related analysis and conclusion.On the basis of the evaluation,we draw some enlightenment on the development of special education in our country.
