The social movement theory usually uses the participant's choice model to explain the mechanism and process of social movement, and the institutionalized path to explain the national response after the social movement. However, there are some misunderstandings about the causes and mechanisms of social movements in different cultural contexts, and there is still a lack of research on social movements that are difficult to institutionalize in the country.Starting from the main theoretical paradigms of Western social movement research, this paper analyzes a series of protests against Madrassas reform in Pakistan by Madrassas and their political allies in Pakistan.By combing the historical context of the development of Madrassas,it can be found that since the 1970 s,The Madrassa movements have developed as part of the Islamic Renaissance movement based on political opportunities, economic environment and social construction factors, but the biggest obstacle to their continued development is the lack.A strong leadership. After 2001,with the reform of Madrassas in the Pakistani government, the establishment of a national Madrassas movement organization and the emergence of anti-institutionalized politics, the Madrassas movement entered a new stage of development. From the perspective of the continuity of social movement research, the reason for the early Madrassas movement has become the social background of anti-institutionalized politics.Focusing on the concept of anti-institutionalization and the framework of interpretation in social movements, this paper explores the struggle behaviors of Madrassas and their political allies from three levels,in order to reveal the construction of their own political reality by relevant actors.First, the social networks and political allies of Madrassas provide a resource for social mobilization for anti-institutionalized politics.Second, the interaction between social movements and the state has shaped the anti-institutionalized political repertoire.Third, the structural resonance caused by cultural identity is the cultural driving force of anti-institutionalized politics. Therefore, the synergy between the rational choice of social movement organizations and the cultural cognition of participants makes the anti-institutionalization ability of social movements far exceed the institutionalization ability of the state. It effectively explains the construction of external political reality by social movement organizers, participants and their political allies, and reveals the reasons for the institutional failure of social movements and the dynamic mechanism for the sustainable development of social movements.
