In September 1937,Gu Jiegang was entrusted by the Board of Trustees of Sino-British Gengkuan to grant a three-month educational visit to Gansu,Qinghai and Ningxia provinces as a subsidized Northwest Education Design Committee.However,due to the influence of the anti-Japanese war situation,Ningxia Province's educational study was not completed,Until September 1938,Gu Jiegang just left Gansu.During the educational period,in view of the inconvenient transportation,lack of teachers and other reasons in the northwest have caused a wide range of educational conditions everywhere.Gu Jiegang not only proposed a lot of constructive suggestions based on local conditions,which involved teacher education,vocational education,social education,etc.But also compiled a detailed Subsidized Northwest Education Design Report to improve Northwestern education.Wherever GuJiegang's footprints went,he also carefully examined the minerals,customs,ethnicities and religious issues in different places.For Language barrier and deep separation between the various ethnic groups,he proposed to give priority to the development of social education and business education in ethnic areas to promote Economic and cultural exchanges between ethnic groups.In addition,He called for national unity to strengthen the people's determination to resist aggression,in the way of educational speeches and publications,which further deepened his understanding of the northwest ethnic areas.In September 1938,after the end of the educational investigation,Gu Jiegang returned to the south,but since then he has been deeply concerned about the development of education and society in the northwest region,and through the establishment of the "China Frontier Society" and other organizations appealed to all sectors of society to pay attention to the frontier issues and finally put forward the theory that "the Chinese nation is one".
