Compulsory education occupies the most fundamental position in the national education system of our country.In the process of balancing the development of compulsory education between urban and rural areas,we should take the maintenance of education equity as the principle to ensure that the school-age children and the disadvantaged groups in rural areas and poor areas can receive the same quality basic education as urban registered students.In view of this,in the background of building a harmonious socialist society,to a certain extent,the resources of compulsory education are inclined to rural primary and secondary school students,especially to the disadvantaged groups,which is conducive to narrowing the gap between urban and rural education resources allocation and realizing the balanced development of compulsory education.Taking the public finance perspective and based on the existing theories and research perspective,this article analyzes the change of financial system of China's urban and rural compulsory education and does empirical research on the non balanced development of China's urban and rural compulsory education from the two perspectives of macro and micro.It also summarizes the origin of hindering the urban and rural compulsory education balanced development,and puts forward the framework of promoting the balanced development of urban and rural compulsory education policy in China.The article consists of six chapters.The first chapter elaborates the research background,combs the existing academic achievements and research situation,defines the four core concepts of compulsory education,education finance,education balance and balanced development of basic education,and gives the explanation of three theoretical bases: education equity,public goods and human capital,and the research contents and methods are briefly introduced.The second chapter analyzes the context of the reform and development of education finance in China through analyzing the evolution of the financial system of compulsory education in urban and rural areas in China,and lays a foundation for the empirical research.The third chapter does empirical research from four aspects of the differences of urban and rural primary and secondary school education funding,of school conditions,of teachers and of educational achievements through the collection of national macro panel data.Based on the income function of human capital and combined with the background of the new era,this paper establishes a mathematical model to reveal the influence of the imbalance in the development of urban and rural compulsory education on the income gap between urban and rural residents,and fully explains the result of regression.In the fourth chapter,in order to show the present situation of compulsory education development in urban and rural areas from a micro perspective,and draws the research conclusion and the research enlightenment,the author did a questionnaire survey in Hefei,Anhui provinces,800 parents of primary schools and junior middle schools in 8 different districts and counties of Hefei are investigated.In the fifth chapter,the author points out the origin of the non-equilibrium development of urban and rural compulsory education according to the empirical research results of the unbalanced development of urban and rural compulsory education.According to the current situation of our country's social and economic development,the sixth chapter puts forward the systematic perfect ways from the perspectives of eliminating the restriction of urban-rural dual mechanism,carrying out the main responsibility of the government,perfecting the system of investment in education funds,promoting the reform of educational personnel system and perfecting the mechanism of educational supervision and evaluation.
