Since the reform and opening up, China has made a great of achievement. In the crucialperiod of deepening reform, establishing and perfecting the basic public service system, promotingthe basic public service equalization. We are urgently needed to build a socialist harmonioussociety and maintain social fairness and justice. Basic public education is an important content ofbasic public services. Education resource allocation is the key to realize the equalization of basicpublic education service. Shanghai is the strongest city in China, the comprehensive security level,investment level, the output and income of basic public services of the education in Shanghai ismuch higher than the national average level. But, based on education resources allocation from theShanghai existing data analysis, including the gap between the central city and the suburban area,education funds investment and the current of all types and at all levels of the basic educationresources allocation by the household registration system, the equal allocation of resources did notachieve the overall requirements.In the perspective of equal basic public services, this study is to investigate education of basicpublic services. The article mainly divides into six parts. The first part is an introduction. Mainly onthe research of the article expounds the background and significance, the related literature in Chinaand abroad are reviewed and evaluated, for the research ideas and methods of the article, as well asthe innovation points and also carried on a brief account of difficulties. In the main part of thearticle, there are four parts. First of all, I will define some related concepts and choose the justicetheory and new public service theory as the theoretical basis, then analyses the logic relation ofbasic public education services equalization and basic education resource allocation. Secondly,under the support of large amounts of data demonstration, the author analyses related data of thepresent situation of basic education resource allocation in Shanghai, and then concludes the existingmain problems and the reasons of problems. Finally, based on the practice of education resources in western countries, the author will put forward some advises under the perspective of equal basicpublic services. Meanwhile, the government should be how to, so as to promote the Shanghai basedbalanced allocation of education resources, to realize the goal of equal basic public educationservices. So, the basic education in Shanghai can be more reasonable, balanced and highlydeveloped. The last part is conclusion and prospect.In this paper, in the perspective of equal basic public services, integrated use of literature,data analysis and comparison method to the analysis of Shanghai education resource equilibriumconfiguration problem, which has practical significance for the balanced development of basiceducation in Shanghai, in order to promote the progress of equal basic public education services inShanghai.
