This dissertation mainly investigates the equitable allocation of resources for Chinese public higher education.It is on the ground of the mass higher education in China.This dissertation focuses its attention on correcting the current orientation and policy thinking in the public resources allocation of higher education in China.It takes equity-priority as the core orientation and.This dissertation tries to construct a new value orientation,as for the problems of how to allocate the higher education resources is not included in the research scope.It comprises of nine parts,which are introduction part and eight texts.The introduction part presents the origin,significance and research review of this dissertation.It expatiates the main issue which need to be solved and the main goal which to be studied in this dissertation.Based on the above methods,technique routes and characteristics of the research are put forward.The first chapter is the theoretical foundation of the research.In this part, literature investigating is used to explain and review the schools of equity theory, mass higher education theory and public choice theory.On the base of conformity and analysis all of these theories and thoughts,it is pointed that we should consider the issues of educational equity in the magnificent frame of the mass higher education. We should also consider the issues of developmental public policy choice of higher education according to the situations of each country.The second chapter analyses the main problems in the development of Chinese higher education.It uses the methods of literature review and investigation statistic. On a great deal of empirical researches,the dissertation concludes that the sustainable development of Chinese higher education is facing serious challenge,such as the problems of educational quality and efficiency,the deficiency of investment and the loan,and so on.Tracing to the reason of these problems,it claims that the policies of Chinese higher education are not progressed with the current situations actually and that the resources allocation of the public higher education has become the bottleneck of sustainable development of Chinese higher education.The deficiency of educational equity in resources allocation of public higher education causes new conflictions for the sustainable development of higher education.At the same time,it even sharpens and intensifies the existing contradictions.By reflection and studying, it reveals that the essential reason of affecting and restricting the sustainable development of Chinese higher education is the basic thought of the development of higher education in nowadays.So the value view of equity of education is to be cherished and strengthened.In the third chapter,the methods of literature review and theoretical research are used to state the natural statistics,the concept and the internal function of public finance.On the basis,it argues that the equity-priority is the right choice in the resources allocation of Chinese public higher education by pubic finance.In the forth chapter,the methods of literature review and theoretical research are used to state the following logic route:the biggest politics is to build a harmonious society,the core content of harmonious society is social equity,the significant foundation of social equity is educational equity,the key element of educational equity is to allocating higher educational resources equitably.It draws the conclusion that the natural request of constructing harmonious society thoroughly is to allocate public higher educational resources equitably.In the fifth chapter,the methods such as literature review and so on are used to study the concept and transmission of educational equity,the relationship between educational equity and the other social equity,the relationship between the equity and efficiency of education and the principles of educational equity etc.At last it concludes that the internal need in practicing educational equity is to allocate public higher educational resources equitably.In the sixth chapter,the methods of literature review and comparative research are used to state the higher educational resources allocating conditions both in developed countries and in developing ones.Based on the researches,it points out that paying attention to equity is the international common principle of the higher educational resources allocation The seventh chapter focuses on analyzing the related factors that influence allocating higher educational resources equitably.It also considers Chinese situations to some extend and gives some interpretation.In the eighth chapter,on the integration of all the researches,the author puts forward a certain number of policy designs and thinking methods for allocating higher educational resources equitably in China.
