Nowadays,American education is recognized as one of the most developed education in the world.It takes only 300 years for infertile American education stride across the journey which costs other countries thousands of years and won the title,which is an astonishing miracle acknowledged unanimously by educational historians.when faced with the problem of unbalanced development of preschool education,the federal government proposed and adopted a series of policies for balanced development of preschool education.Since the end of World War II to the 21 st century,the policy of balanced development of preschool education has gradually improved and matured,becoming a relatively complete system of preschool education policy.Due to some social factors and the influence of preschool education policy,there is also a phenomenon of unbalanced preschool education in China,which hinders the further development of preschool education.With the promulgation of the "13th Five-Year Plan for Education" and "Several Opinions on Deepening Reform and Normative Development of Preschool Education",China has begun to attach great importance to the balanced development of preschool education,and regard it as a strategic choice for the development of high-quality preschool education,leading preschool education to modernization.Studying the policy of balanced development of preschool education of the federal government of the United States after World War II,using its successful experience as a reference,will help to formulate and improve the policy of preschool education in China.In this study,literature research,historical research and comparative research are used comprehensively.The specific contents of the study are as follows.The first part mainly elaborates the origin of this study,the definition of related concepts,literature review,research methods and research significance.The second part divides the evolution process of the balanced development policy of preschool education in the United States into three stages after combing and analyzing the texts of educational policies in different periods after World War II.These three stages are: preliminary exploration stage of balanced development policy of preschool education(mid-1960 s to late 1970s),gradual promotion stage of balanced development policy of preschool education(1980s to late 1990s)and perfection stage of balanced development policy system of preschool education(21st Century to the present).The third part combs and analyses the text of the policy of balanced development of preschool education of the federal government of the United States.The following characteristics emerge in the course of policy development: with the increasing intervention of the federal government,the focus of education has shifted from paying attention to equal educational opportunities to emphasizing the quality of education,funds of single-column preschool education increased year by year.The fourth part draws successful lessons from the experience of the United States in promoting the balanced development of preschool education,and puts forward some enlightenment which beneficial to the balanced development of preschool education in China: speeding up preschool education legislation,clarifying government responsibilities;paying attention to vulnerable groups of children,closing academic gap;balanced allocating educational resources,promoting process balance;and improving the quality of preschool education,promoting quality balance.
