The development of special education in the period of the Republic of China was an important part of the development of education at that time,and the development of special education needs the guidance and leading of special education policy.The special education policy during the Republic of China played an important historical role in the development of China's special education policy.It is a crucial development stage connecting the special education policy research in the late Qing Dynasty and the special education policy research after the founding of New China.This paper makes a comprehensive,holistic and systematic study of the special education policy in the Republic of China,investigating the evolution process and development process of the special education policy in the Republic of China,analysing the influencing factors of the evolution of the special education policy in the Republic of China,summing up the characteristics of the evolution process of the special education policy in the Republic of China and summarizing the experience and lessons in the formulation of special education policies in the Republic of China.This paper can not only give us a more comprehensive,in-depth and concrete understanding of the overall development of special education policy in the Republic of China,but also enrich and improve the research field of special education policy in the Republic of China.At the same time,the study of the special education policy in the Republic of China is also the enrichment and perfection of the subject system of educational history,especially the educational research system in the Republic of China.This paper makes a systematic and in-depth study of the evolution of special education policy in the Republic of China from five parts,using literature research method,historical research method and comparative research method,and integrating the theoretical knowledge of pedagogy,policy science,history and other related disciplines.The details as follows:The first part mainly elaborates the problem,defines the relevant concepts,summarizes the relevant literature,and clarifies the value of the research and the innovations and deficiencies of the research.The second part is the overall review of the evolution of special education policy in the Republic of China.According to the time sequence,the evolution process of the special education policy in the Republic of China can be divided into three stages: the formation and slow development stage(1912-1926),the reform and steady development stage(1927-1936),and the emergency and adjustment stage(1937-1949).Sorting out and analyzing the contents of the special education policy at each stage.The third part mainly analyses the influencing factors of the evolution of special education policy in the period of the Republic of China,mainly from three aspects: political factors,economic factors and cultural and educational factors.The fourth part mainly summarizes the characteristics of the evolution of the special education policy in the Republic of China.It mainly includes the gradual improvement of the special education policy system,the gradual standardization and concretization of the special education policy content,the adaptation process of the special education policy from imitation,exploration to China,and the gradual formation of the multi-level promotion of the special education policy pattern under the leadership of the government.The fifth part mainly analyses the main problems in the formulation of the special education policy in the Republic of China on the basis of the previous parts,and provides experience and historical reference for the construction and improvement of the current special education policy in China.
