As one of the nation-states that put the informationalisation in education to priority,the United States has never ceased to make forays in this field,as well as contextualise these innovations in accord with the progression of society.Considering we have ushered into an information age where big data matters significantly,the challenges it brings to traditional computer science and information systems as well as the technological renovations and commercial opportunities are being taken seriously by the US,basing on which to make strategic decisions in its transportation,medical care,and education.In recent decades,Statewide Longitudinal Data System(hereinafter as SLDS)as a fundamental project to the buildup for big data in education,the US has made great effort in establishing this system that coordinates each beneficiary's responsibility and monitors the efficient functioning of the database.Given the US has abundant practical experiences in this field,it is of referential meaning in terms of the establishment and implementation of fundamental education database in our country.Contexutalising itself in the age of big data,this dissertation aims to examine SLDS holistically by utilising and comparing extant scholarships in this domain in hopes of providing suggestions and recommendations to the decision-making and practices in the establishment of fundamental education database in our country.To achieve this goal,this dissertation will be basing on the big data strategies in education to analyse SLDS in three aspects – its continual progression of establishment,its mechanism,and its implementation.Part one investigates the categrisations and values of big data in education,as well as the classifications and functions of different types of education and data.According to the core ideologies of database establishment,I will discuss three types of databases that are classified by educational institutions,governmental institutions,and non-profitable institutions.Part two analyses the formation and development of SLDS and the establishment of databases in the age of big data in a broader sense.As one of the most developed countries in relation to education in the world,the US has great sensitivity and pioneer spirit.The issue of No Child Left Behind in 2001 has a deep influence on the long-termdevelopment of establishing and perfecting America's education system.SLDS is thus launched to satisfy one of the demands in this Act,that is the statistics of students' academic performance in every state.It is marked by IES's proposal of providing funds to establish K-12 database in each state in 2005 that the SLDS project came into being.This K-12 system upgraded to P-20 W in the hope of collecting the data from as early as preschoolers to the students receiving higher education,to employment so as to create a link between teachers and students.In 2005,after the issue of ESSA,the focal point in funding SLDS has turned to an efficient use of data.Part three discusses the mechanism of SLDS with regards to its management,implementation,precautions,and quality assessment.SLDS has created an interrelated responsibility bondage between the federal and the state-NCES and IES as the supervisory institutions,whereas states as main executioners.To ensure the efficacy of this system,different users with different purpose of using it will receive different trainings.We aims to enhance the ability to processing and management of data,including an assessment that serves both teaching and the wellbeing of students,and a system that protect the data.Part four analyses the implementation of SLDS from the perspectives of related beneficiaries as it is requested by the academic researchers,the administrative personnel,and practitioners in education.Through a collection of data from varied educational institutions,SLDS will help resolve the poor utilisation of data.Through the precaution system,SLDS will help resolve practical issues such as dropouts,as well as prepare the admission office in schools to cope with students' admission and placement.Moreover,it can provide solid and timely statistical sources for academic studies.In conclusion,this dissertation consolidates the successful experiences of SLDS of the United States from its founding,operation,to implementation.First,we need to exert more effort on the pecuniary investment of database in education;second,we need to regulate the standard of data collection and the management of data;third,we need to enhance the capability of workers to use the system;fourth,we need to establish a data protection system in this field;fifth,we need to raise the awareness of the public to the development of the informationalisation in education in our country.
