Since the reform and opening up,great changes have taken place in China's urban construction.The scale of cities has been expanding and the quality of development has been continuously improving.Local governments have begun to abandon the"urban sprawl"construction in the past and shift to the new urban development mode of urban renewal,which mainly focuses on the transformation of old cities.At the same time,with the establishment of the overall goal of comprehensively deepening reform of the national governance system and the modernization of governance capacity,the government began to build a"co-construction,co-governance,sharing"social governance pattern,and gradually"empowered"developers,social organizations,the public and other subjects to participate in urban renewal projects.However,at the moment when The transformation of government functions are still on the road,the government takes into account its own interests and authority,lacks courage to further self-innovation and decentralization,which makes other participants always maintain a low level of participation,thus causing structural imbalance in the urban renewal system.Although many people has studied about this and has explored two participatory go'vernance modes of"top-doxwn"and"bottom-up".But the lack of supervision and restriction on government decision-making and the lack of awareness of citizen participation,the"top-down"defect is deepened,and the”bottom-up"experience cannot be popularized.Theretfore,it is particularly important to explore an new model of consultative participation from top-level design with China's national conditioins.Based on the case study,this paper comprehensively analyses the two models of"top-down"and "bottom-up" and puts forward a new organizational structure of"Urban Renewal Advisory and Supervisory Committee".By extending to the community,and covering the whole cycle of urban renewal,the consultative participation model of interactiorn is formed from consultation and supervision within the urban renewal project cycle,consultative participation to the cultivation of public participation ability outside and information feedback.The model will be a useful exploration for promoting modern social governance and socialist deliberative democracy.
