The report of the Nineteenth National Congress of the Communist Party of China pointed out that "Accelerate the modernization of education and do a good job of education that people are satisfied with.Accelerating the construction of first-class universities and disciplines and realizing the connotative development of higher education." We should speed up the construction of first-class universities and disciplines and realize the connotative development of higher education.As an important source of funds for the development of higher education,financial expenditure on education plays an important role.In order to better play the positive role of financial expenditure on education in the development of higher education,it is necessary to study the impact of financial expenditure on the development of higher education.Around the research theme,this paper is arranged as follows: The first part is the introduction.Introduce the research background and significance,clarify the research content and methods,and summarize the possible innovations and shortcomings of the research.The second part is literature review.Firstly,it defines the relevant core concepts,then combs the relevant research at home and abroad,mainly including the performance study of financial education expenditure and the study of educational productivity.Finally,it summarizes the focus and shortcomings of the existing research.The third part is theoretical analysis.This paper mainly analyses the product attributes of higher education and the measurement of higher education productivity.Then it builds a partial equilibrium model between financial expenditure on education and the development of higher education,and makes a theoretical analysis of the relationship between the two.The fourth part is the impact of fiscal expenditure on the productivity change of higher education development in China.This paper proposes a new analysis method of influencing factors,and analyses the impact of fiscal expenditure on higher education productivity.The fifth part is the decoupling analysis of fiscal expenditure on higher education productivity in China.This paper develops a new decoupling analysis method to explore the decoupling state of fiscal expenditure on education and the change of higher education productivity and its influencing factors.The sixth part is a brief conclusion and policy recommendations.This paper summarizes the main conclusions of the research on the development of higher education from financial expenditure on education,and puts forward relevant policy recommendations.The main conclusions of this paper can be summarized as follows:(1)the overall productivity of higher education is on the rise,but there are obvious heterogeneity in the provinces;(2)the fiscal expenditure on education and the productivity of higher education are absolutely decoupled in most years,indicating that current fiscal expenditure on education still plays a relatively limited role in improving the productivity of higher education.;(3)the technological progress of higher education productivity,non-financial expenditure,the total investment in higher education,and the output of higher education.The techincial efficiency of export-oriented technology and the progress of output technology are the main factors affecting their decoupling.The marginal contribution of this paper mainly embodies the following three aspects.First,a new research perspective.Through literature review,we can find that the existing research on the impact of fiscal expenditure on higher education development in China lacks theoretical and empirical analysis comprehensively.Firstly,this paper constructs a local equilibrium model for theoretical analysis,and then conducts empirical research from two perspectives of factors and time by using the extended method.Second,a new decomposition analysis framework.In this paper,PCA-PDA-LMDI analysis framework and PCA-PDA-LMDI-Decoupling comprehensive analysis framework are proposed respectively.Few literatures,especially domestic literatures,apply decoupling theory to the field of finance-education.The analysis of this paper helps to make up for the lack of research in this field.Third,new empirical findings.This paper finds that at the national and provincial levels,the fiscal expenditure on education in most years is absolutely decoupled from the productivity of higher education.Based on the conclusions,we provide some policy proposals.
