In recent years,with the introduction and the increasing action of the national strategy of strengthening the country through talents,the role of high-level talents in China's economic development is increasingly crucial.The international competition for talent resources has become one of the decisive factors for the improvement of national competitiveness and has opened up a new path for international competition.In order to occupy an advantage in this international competition,China has vigorously introduced and supported high-level talents from all over the world to better contribute to China's economic development,and universities are important positions for high-level talents showing their abilities.On the other hand,high-level talents are also important resources for the improvement of scientific research strength in universities.Therefore,it is of vital importance to pay attention to the scientific research performance of colleges that directly reflect the scientific research strength of universities.At the same time,the key to the implementation of the strategy of strengthening the country through talents is to promote the growth of young talents,and to correctly grasp the training and development methods of young talents to better achieve effective performance.Therefore,how to motivate young high-level talents to achieve high-quality scientific research output has become the key to improve management efficiency of universities and governments.This paper uses the grounded theory method and the case study method to explore the ways of improving the scientific research innovation performance of the "Thousand Talent Program of Young Outstanding Scientists" in China.Based on the existing research,the first study summarizes the current situation and future development trend of China's talent plan,and deeply analyzes the significance of the research on the "Thousand Talent Program of Young Outstanding Scientists";72representative samples were collected through the surveys of the "Thousand Talent Program of Young Outstanding Scientists",and the code was built on the basis of the interview data to construct the model of innovation performance impact mechanism of the "Thousand Talent Program of Young Outstanding Scientists".In the secondstudy,two examples of "Thousand Talent Program of Young Outstanding Scientists" who were evaluated about 3 years ago were taken as the analysis object,and the key factors affecting the improvement of their scientific and technological innovation performance were combined with the theoretical model proposed in the previous article.Finally,from the perspective of government,colleges and individual talents,the article puts forward effective suggestions and management strategies for improving the scientific and technological innovation performance of "Thousand Talent Program of Young Outstanding Scientists",and looks forward to future research.This study finds that high-level research and innovation performance is closely related to the satisfaction of individual demand factors,the level of success vision and the level of internal driving force.The greater the external support,the greater the success vision and the skill level of the students,and the more likely it is to translate into practical action to enhance the level of scientific innovation performance.On the basis of the existing research,this study extends the theoretical model of "capability-willing-opportunity" to the path research of high-level scientific research innovation performance of "Thousand Talent Program of Young Outstanding Scientists",and proposes that we should pay attention to the internal motivation of "Thousand Talent Program of Young Outstanding Scientists" and the allocation of external environmental resources simultaneously,and we should improve the matching accuracy of individual needs and external resources.These actions can further strengthen the international competitiveness of China's young scientific researchers and boost up the overall scientific level of China.
