With the development of cultural economics,the influence of social trust on public policy has gradually received attention.In China,the degree of aging is deepening,the old-age caring is more prominent in rural areas,the China's New Rural Pension is the key public policy in the social old-age caring,the participation rate of the eligible residents directly affects the efficiency of the implementation of the policy.Based on the China's New Rural Pension tried out in 2009,this paper studies the influence of the social trust level on the efficiency of public policy implementation.Using CFPS2016 datasets for empirical research,the conclusions are as follows:The probability of residents with high level social trust participating in this policy is 13.9% higher than those with low social trust.In order to avoid the bias of estimation caused by omitted variables,this paper constructs the "cross-reference treatment" quasinatural experiment between husband and wife to check the effect of the difference in trust level on the behavior of the husband and wife participating in this policy.The conclusion once again supports that the difference in the level of social trust,rather than other possible omitted variables,leads to the difference in the behavior of rural residents.Finally,this paper uses the altruistic evaluation of the respondents as an instrument variable of social trust,and the results are still hold.The conclusion of this paper shows that the level of social trust is an important soft environment for the implementation of public policies in rural areas.High level social trust is conducive to increasing the probability of public participation in public affairs and thus improving the efficiency of public policy implementation.
