The Research Of Deviant Behavior And Governing Countermeasures In Mass Sports At Grass Root

Mass sports at grass root are a significant part of mass sports development in China,an important form of public participation in sports and a vital engine for promoting national fitness.However,there still exists some deviant behavior in mass sports at grass root.Such behavior restrictsthe development of mass sports at grass root to a certain extent.Therefore,the exploration of the causes and governing countermeasures of deviant behavior is of great significance in practice.This paper takes the deviant behavior of mass sports at grass root as the research object,usesthemethods of documentation,case analysis,questionnaire and mathematical statistics;takes the athletes,referees and audiences of mass sports at grass root in Shanxi Province as examples.The author sent out 387 questionnaires to athletes,136 questionnaires to referees and 324 questionnaires to audiences,and receives 366,114 and 296 valid questionnaires from them respectively.This paper applies SPSS19.0 to do statistics of deviant behavior in mass sports at grass root.The results indicate the following points.(1)The paper analyzes the deviant behavior in mass sports at grass root from the perspectives of social transformation theory,social function theory,social control theory and social governance theory.(2)Questionnaires filled out by the referees,athletes and audiences of mass sports at grass root in Shanxi Province show that: the deviant behavior of the athletes mainly represented in four aspects,namely,radical acts,radical speeches,emotional disorders and moral disengagement;the deviant behavior of the referees is represented in radical speeches and moral disengagement;the deviant behavior of the audiences is represented in radical speeches and radical acts.Through the cases,the deviant behavior of the mass sports at grass root hosted by the government and the social organization of mass sports,and the deviant behavior of the commercialized and spontaneous mass sports at grass root were analyzed.And such behavior is mainly represented in the declining regulatory capacity,inadequate game hosting capability and interest-driven phenomena etc.(3)The paper analyzes the causes of deviant behavior in mass sports from several factors,including the government regulation of mass sports at grass root,the organizational capacity of mass sports social organizations,the public opinion's exaggeration of deviant behavior in competitive sports and the individual participant.(4)The paper brings up the governing countermeasures in four aspects: consolidating and specifying the entity responsibility of the government in mass sports at grass root,strengthening and improving the system construction of mass sports at grass root,reforming and innovating the management model for mass sports social organizations,strengthening the mass sports attainments and human resources construction of sports events.By doing so,a management mode of mass sportsat grass root featuring strong governmentand strong society could be formed.
