Under the situation of multi-polarization and economic globalization in the world,talents have become the main body of competition between countries,especially highly educated and high-quality talents.Under this trend,various provinces and cities have formulated talent introduction policies to attract all kinds of elite talents.Puyang City is located in the northeast of Henan Province,with inconvenient transportation and economic development level has always been in a backward position in the province.The introduction of highly educated talents is an important means to effectively solve the shortage of talents in undertakings and enterprise units.It is also an important measure for the in-depth implementation of the strategy of strengthening the city with talents.It has an important role in continuously promoting Puyang's scientific development and catching up with development to provide talent and intellectual support.In recent years,the implementation of the policy of introducing highly-educated talents in Puyang City has achieved certain results,but there are still many problems.There are problems in the policy itself,such as lack of characteristics and vague expressions;there are problems in the implementation agencies,such as the large number of policy implementation design agencies,unclear powers and responsibilities,and difficulties in coordination;the target group has problems such as mismatch of personnel and posts;policy environment On the other hand,there are problems such as poor institutional environment for talent development.Based on the analysis of the problem and the reasons,this article puts forward specific suggestions for the purpose of strengthening the implementation of the policy of introducing highly educated talents.Suggestions for the policy itself include optimizing the policy system and increasing the strength of supporting policies;attaching importance to the investigation of talent demand and improving the relevance of the policy;increasing the evaluation methods for the effectiveness of policy implementation and improving the feedback mechanism.The recommendations of the implementing agency include establishing a coordination mechanism to clarify the authority and responsibility of the implementing agency;establishing a strict supervision reward and punishment mechanism;and improving the overall quality of the executive staff.The recommendations of the target group include raising the sense of identity of the target group;improving the subjective awareness of the target group.Suggestions for the policy environment include accelerating the pace of industrial transformation and upgrading,creating an open economic structure;strengthening the institutionalization of talent development;emphasizing the development of higher education;and accelerating the process of informatization of talent management.
