Talent resource is the most precious resource;talent advantage is the most fundamental advantage.President Xipointed out that people with talent are a strategic resource for China as it endeavors to achieve national rejuvenation and stay ahead in international competition.He also stressed: in order to develop our business well,it is necessary to gather all the talents in the world and make best use of them.The government has made the talent strategyas one of the "seven strategies" to build a moderately prosperous society in all respects.Zhejiang province has also absorbed the strategy of “Strengthening the Province on Talents” into "four strong provinces" layout,to create the best social environment for talents with all effort.With the development of knowledge economy as well as the increasing demand of the high-end talents,the global talent shortage is becoming more andmorefierce.The introduction of technology talents strategy of the enterprise is an important part of Innovation-driven development strategy.It is a significant embodiment of the supply-side structural reform and a strong support for the development of new momentum.However,the introduction of a region's scientific and technological talents is difficult to achieve the prospective purpose and effect simplythrough the unilateral effort from the enterprise.The reason is that “the introduction of technology talents” is a systematic project,and the local government should provide support and services for it.Meanwhile,the government and the enterprises should work together to make the work truly effective and promote regional economic development and transformation and upgrading as well.City J as an underdeveloped county-level city in Zhejiang province will energeticallyintroduce scientific and technological talents to enterprises,to realize“Industrial City” strategy.We will promote the transformation and upgrading of local enterprises and promote the rapid development of regional economy.But in the process of the introduction of scientific and technological talents,due to the limitation of economic basis,location conditions,policy support and other reasons,there are also many difficulties.Therefore,it is urgent to find out the problems and reasons in the policy of the introduction of scientific and technological talents to enterprises,and give reasonable solutions and suggestions to provide high-level talents for the economic and social transformation of the city.This thesis takes city J as an example,to study the importance of Government Policy Support in introduction of technology talentsto the enterprises.The structure of this thesis is as below: the first chapter is the introduction,which mainly introduces the research background and meaning of this thesis;the research status of both home and abroad;and the main research methods adopted.The second chapter is correlation theory,which is mainly about talent introduction of scientific and technological and for the government;the definition of the Government Policy Support and thetheory of innovative human resources of science and technology and flow oftalented people.The fourth chapter lists the measures and policies of the introduction of scientific and technological talents at both home and abroad,which can provide reference for the policy ofintroduction of the science and technology talents in City J.The fifth chapter puts forward the solutions and suggestions for the optimization of the introduction of technology talents policy.Chapter six is the conclusion.
