At present,the market demand in our country is changing rapidly,and the social economy is experiencing a process of rapid growth.The lack of hardware facilities and the strong demand exists.As a key link,high-skilled talents also have problems of shortage of quantity,quality deviation and unreasonable structure.It is the most urgent problem for modern manufacturing industry to have qualified technical personnel.One important part of the talent policy system in Ningbo is the introduction policy of highly skilled talents.But at present,the effect of policy implementation is not clear,and there is lag in the process of policy formulation,which leads to disconnection with the actual demand and hinders the development of the number and quality of high-skilled talents.Based on the theories of human capital and policy evaluation,this paper analyses the establishment of policy objectives and the supervision and management of the implementation results,focusing on putting forward pertinent suggestions for the improvement and improvement of the policy of introducing high-skilled talents.Taking Ningbo as an example,this paper takes the policy of introducing high-skilled talents as the research object,and expounds the present situation of high-skilled talents in Ningbo from two aspects of supply and demand.This paper combs the evolution process and achievements of Ningbo's policy of introducing highskilled talents,and uses the method of entropy to quantitatively analyze and scientifically evaluate the implementation effect of the policy and the problems exposed.Finally,the paper puts forward some countermeasures from the aspects of changing the thinking of government functional departments,multiple integration and improving the policy incentive mechanism,so as to provide a feasible reference for formulating the talent introduction policy in the future.This article is divided into five chapters.The first chapter is mainly about the background and significance of the analysis,combining the practices and experiences of advanced regions at home and abroad,to provide theoretical accumulation for the research of the policy of introducing high-skilled talents.The second chapter defines the relevant basic concepts,and elaborates the ideas and methods of the existing research results,as a starting point and a foothold for the evaluation of the implementation of Ningbo's high-skilled talents introduction policy.The third chapter,taking Ningbo as an example,summarizes the supply and demand situation of highly skilled talents in Ningbo.The fourth chapter combs the evolution and main contents of the introduction of highly skilled talents in Ningbo.Entropy method is used for quantitative analysis to evaluate the implementation effect of the import policy,and the possible problems in the implementation process of the policy are put forward in combination with the relevant influencing factors.The fifth chapter summarizes some thoughts on the policy of introducing high-skilled talents and countermeasures.
