According to the report of the 19 th National Congress of the Communist Party of China,"we should adhere to the principle of the party governing talents,gather talents from all over the world and use them to accelerate the construction of a talent power".With the advent of the era of knowledge economy,human capital,as the most value-added effect,has become the key to the development of national and regional economy.Among them,high-level talents have been regarded as an irreplaceable strategic resource.The international competition for high-level talents has been staged,especially in developed countries,with the help of their own advantages,they have introduced preferential measures to gather high-level talents around the world to help their own development;In China,especially in recent years,various local governments have continued to introduce talent and talent preferential policies to stage a series of people grabbing wars;In this context,Z City has issued a series of high-level talent introduction policies,it is of great practical significance to study the problems existing in the implementation of the policies and put forward targeted solutions to achieve the goal of strengthening Z city with talents.This paper studies the implementation of high-level talent introduction policy in Z City by using literature analysis,interview and questionnaire.The main content is divided into five parts.The first part of the introduction mainly introduces the research background and significance of the problem,and summarizes the domestic and foreign research on the introduction of high-level talents.The second part mainly defines the related concepts,including high-level talents,public policy and talent introduction,and introduces the specific connotation of Smith's policy implementation model in detail,and analyzes the theory from four aspects: idealized policy,implementation agency,target group and environmental factors.The third part introduces the current situation and existing problems of the implementation of the high-level talent introduction policy in Z City,including the gap between the effect of talent introduction and the expected goal,the low efficiency of the implementation of the high-level talent introduction policy,the low matching degree of high-level talent and enterprise demand,and the low precision service level of high-level talents.The fourth part introduces the reasons for the problemsin the implementation of the high-level talent introduction policy in Z City,including the lack of comparative advantages of the high-level talent introduction policy,the insufficient role of the policy implementation agencies,the "acclimatization" of high-level talents,and the adverse factors in the policy implementation environment.The fifth part mainly introduces the measures to solve the implementation of the high-level talent introduction policy in Z City,including four aspects: optimizing the high-level talent introduction policy,improving the efficiency of the policy implementation agencies,improving the adaptability between the high-level talent and local development,and optimizing the implementation environment of the high-level talent introduction policy.The research on the implementation of the high-level talent introduction policy in Z City has certain practical value.It is a relatively complete research process from the problem proposal to the cause analysis,and then to the solution measures.It not only has reference value for Z city to optimize the high-level talent introduction policy,but also has certain reference significance for other local governments to solve similar problems.
