At the critical moment when higher education is going to be popularized,as a highquality and high-level talent resource,college teacher resources play a huge role in promoting the rapid development of higher education.This article is based on the Confucian and Taoist thoughts of "harmony between man and nature",educational ecology theory,green management theory,and sustainable development theory,and takes human-centered thought,ecological balance thought,sustainable development thought as the core ideas.It aslo combine people-oriented,ecological balance,sustainable development and human resource management to find a more suitable path for the optimal allocation of college teacher resources.First of all,the research on green development and the allocation of teacher resources in colleges is sorted out,and the concepts of green development,the resources of college teachers,the structure of resources of college teachers,the allocation of resources,and the stages of resource allocation are defined.Among them,the structure of college teacher resources is divided into hard structure and soft structure.Hard structure refers to the quality structure of college teacher groups,which is the external manifestation of teacher quality,including student-teacher ratio structure,age structure,title structure,academic structure,academic structure,and disciplinary structure.Soft structure refers to the individual quality structure of college teachers,which is the internal performance of teachers' quality,including theoretical knowledge structure,ability structure,ideological and moral structure,physiological and psychological quality.Then,this article analyzes the historical evolution of college teacher resources allocation,grasps the role of government and market in college teacher resources allocation,and clarifies the necessity and possibility of college teacher resources allocation to follow green development.Secondly,this paper looks at the current situation of the allocation of college teacher resources in China from two aspects: the hard structure and the soft structure.It mainly adopts the methods of quantitative analysis,in-depth interviews and case studies to select samples from all over the country to investigate the current situation of the hard and soft structure of college teacher resources in China,so as to judge the rationality of the current allocation of college teacher resources in China.Again,this paper regards colleges as an independent ecosystem,in which teacher resources flow continuously.According to the flow path of teacher resources,it can be divided into teacher resources inflow stage,teacher resources maintenance stage and teacher resources loss stage.At the same time,it examines the problems existing in the allocation of teacher resources in colleges with the principles of humanism,green management,and ecological balance.First,the number of college teachers is difficult to be sufficient,which involves the problems of introduction,balance and so on.Second,it is difficult to rationalize the structure of college teacher resources,the old and backward management coexist,and the gap and injustice run side by side.Third,it is difficult to retain college teacher resources in colleges,and there are hidden and dominant loss.Find out the cause of the problem based on the problems in the allocation of teacher resources in colleges and universities.First,the influx of teacher resources: the "people-oriented" green development concept is lacking.Second,the stage of college teacher resources maintenance: lack of green management ability.Third,the loss of college teacher resources: there is a conflict between development of teachers and colleges.Finally,optimizing the optimal allocation of college teacher resources requires correct guidance.Based on the perspective of green development,this paper proposes three strategies to optimize the allocation of teacher resources.First,the influx of college teacher resources: promoting the green development concept,and planning the construction of teachers' talents.We should strictly control the reasonable inflow of teacher resources from the aspects of harmony screening,scientific post setting,honest employment,career development planning,and distribution according to needs.Second,the college teacher resource maintenance stage: consolidating green management.We should manage teacher resources from the aspects of practical training,optimizing salary structure,optimizing evaluation system,constructing rational incentive mechanism,implementing green development evaluation mechanism,and strengthening democratic participation.Third,the loss of college teacher resources: maintain the individual ecological balance of teachers and optimize the mechanism of teacher mobility.To reduce the loss of teacher resources from the aspects of creating a harmonious academic atmosphere,increasing humanistic care,implementing professional management,and improving the mechanism of teacher withdrawal.
