A policy on teacher's resource allocation of Primary and Secondary Schools in China took place a corresponding change. That is to say ,it must Change the allocative policy with the national instruction for corpus of planned economy era, break a form of guaranteeing job assignments, and implement the teacher appointment system, teacher recruitment examination system. According to the demand of market, some areas also adopt an contingency policy with the help of the teaching industries of the undeveloped areas, directional distribution, and teacher resource flows etc, which make the teacher resource allocation come true .From the relevant surveys and studies, although the allocation of teacher resources are always constituted and actualized in China, and carried on a study on teacher's resource allocation, But as a whole, Most of these studies are concentrated in the allocation of resources teachers practical level, less on the policy itself and theoretical issues involved in the study, have not formed a relatively mature teachers resource allocation theory. Inadequate development of the theory of the practice of education is bound to create difficulties, our country's teachers resource allocation model is not yet ripe, is still at the exploration stage. Therefore, the strengthening of China's primary and secondary school teachers resource allocation policy research, timely, and objective grasp the status of teachers in the allocation of resources, research and development trends, guide teachers in the allocation of resources towards a reasonable and balanced policy is of great significance. This paper mainly adopts a cultural heritage method and investigate method etc, with the primary and secondary school teachers in China's policy for the allocation of resources on the starting point and access a number of related documents on the basis of information.
