On Resource Allocation And Operation Mechanism Of Public Sports Facilities

Public sports facilities are an important part of urban development,and they are the embodiment of urban culture,which guarantees the basic needs of the public for sports facilities.Since the 2008 Beijing Olympic Games,China has set off a climax of national fitness and public sports resources construction,but the average level and operational mechanism of public sports facilities resources still lag behind major foreign developed countries.Strengthening the allocation of urban public sports facilities and improving relevant mechanisms are the top priorities of the current public sports facilities.This paper mainly uses the literature data method,field research method,expert interview method and case analysis method to study the allocation and operation mechanism of public sports facilities resources,aiming at improving the allocation and operation mechanism of public sports facilities resources in Gusu District of Suzhou City.In view of the development status and problems of public sports facilities in Gusu District of Suzhou City,the relevant functional departments are proposed to optimize the countermeasures to improve the fitness participation rate of residents in Gusu District of Suzhou City and promote the development of the national fitness program.This study draws the following conclusions:First,The overall scale and type of public sports facilities in Gusu District of Suzhou City is relatively perfect.The public sports facilities are mainly divided into:competitive,leisure and Huimin type,and the classification and construction status of public sports facilities in Gusu District are classified.A detailed description of the basic situation of the facility.Second,There are various modes of public sports facilities allocation management in Gusu District of Suzhou City,including the management mode of public institutions,the management mode of improved institutions,the enterprise management mode and the custody management mode.The operational mechanism of public sports facilities mainly includes decision-making mechanism,guarantee mechanism and supervision mechanism.Third,The allocation and operation of public sports facilities resources are unreasonable in resource allocation,lack of innovation in sports modes,lag in operating models,difficulty in obtaining autonomy in venues,vague concepts of policies and regulations,and contradictions in social and economic benefits.Fourth,There are many places worthy of reference for the allocation and operation management of public sports facilities in major developed countries abroad.For example,large-scale venues in the UK adopt financing models,and the funds are flexible and efficient.The relevant Japanese policies fully guarantee the allocation and operation of public sports facilities;The facility management department has autonomy and so on.Fifth,The allocation and operation mechanism of public sports facilities resources in Gusu District of Suzhou City should improve the relevant sports system,rational planning and layout,play the role of lottery public welfare fund,broaden financing channels,improve the employment mechanism,strengthen the construction of supporting facilities and improve policies and regulations,etc.,and promote public sports in Gusu District.Construction and development of facilities.
