Research On The Operational Mechanism Of British Public Sports Service System

The research object is the operating mechanism of the British public sports service system. It analyzes functions and relationships of decision-making mechanism, security mechanism, supply mechanism supervision mechanism and evaluation mechanism using methods of literature material law, logical deduction, comparative analysis. The study analyzes characteristics of each mechanism as well. It focuses on the responsibility and positioning of different bodies in the process of public sports service supply and their combined effect. Through the research, we can have a better understanding of operating mechanism and make public sports service system more harmonious and efficient. The construction of public sports service system in our country has become important in recent years. The study of the British public sports service system can provide Chinese construction of sports public services some new ideas and reference.The study concludes that:(1) the British public sports service operating mechanism includes decision-making mechanism, guarantee mechanism, supply mechanism, supervision mechanism, evaluation mechanism. Five mechanisms interact, restrict each other, connect each other. Every mechanism plays an important role in public sports service system, make the normal whole system run normally.(2)British public sports service system uses multiple supply mechanism. For a better public sports service supply, the government regulation separate from management. The government is responsible for the public sport service. It makes policies and provide money for public service. At the same time the decision body is government, which doesn’t involved in policy implementation and producing public service. Supply body and ways of supply are multiple. In Britain, there are multiple supply body working together implement policy related to public sports service. Usually, National Government Body work with UK Sport or Sport England to carry out public sport service task.(3)In the decision-making mechanism, making decision is based on the problems which exist in the public service, and finds solutions, at the same time, continues to revise policies in accordance with the needs of society as well as the specific circumstances of the project implementation in different periods, which is demand-oriented.(4) After making the policy clearly, protection mechanisms are needed to ensure the realization of the goal smoothly. Policy has made clear and detailed explanation about the mission, objectives and requirements of the cooperating organizations, which makes the policy feasible and achieve the ultimate goal. British security mechanism focus on adolescents in recent years.(5)British supervision mechanism of public sports service system is more transparent. Supervision is mainly related to public sports service agencies work results of monitoring and financial supervision.
