As the beginning of the whole education system,preschool education plays an important role in the development of individual intelligence and the shaping of good personality,and is the foundation stage of personnel training.The quality of preschool education can affect the long-term development of a country.In the process of the development of preschool education in China,there are some problems such as "difficult and expensive admission to kindergartens",which affect the school-age children's enrollment and hinder the healthy development of preschool education.The main reasons for this phenomenon are the low total financial investment and the unreasonable allocation of financial education funds.Although preschool education and compulsory education are not included in compulsory education,as an important social undertaking,the government should shoulder the responsibility of promoting the development of preschool education.This paper studies the financial investment in the development of preschool education in China.Based on the theory of quasi-public goods and social welfare,this paper demonstrates the importance and necessity of financial participation in the development of preschool education.By combing the reform of the financial input system of pre-school education,this paper analyses the relationship between the development model of pre-school education and financial input.This paper analyses the present situation of financial investment in preschool education in China from three dimensions:scale of financial investment,structure of investment and international comparison,affirms the development achievements,such as the central and local governments have increased their investment in preschool education,and the financial expenditure on preschool education is increasing constantly;at the same time,it also points out the existing problems,such as the low total financial investment and the existence of a comparison with the actual demand.Large gaps,large regional disparities in fiscal input,confused fees,and imperfect regulatory system,etc.This paper analyses the measures taken by India and the United States to develop preschool education,and summarizes the experience that China can learn from,such as speeding up preschool education legislation and increasing investment in vulnerable groups.It is hoped that a series of measures will be taken to optimize the use and distribution of financial funds and promote the healthy development of preschool education in China.
