General high school education is an advanced stage of basic education and an important link between compulsory education and higher education.The nature of its quasi-public goods determines that the development of general high school education must rely on the support of government financial input.Only sufficient financial input can provide a strong guarantee for the development of general high school education.However,the current financial investment scale and expenditure structure of ordinary high schools in China are not compatible with the development needs of ordinary high schools,and will become an important factor that seriously restricts the development of ordinary high schools in China.The achievements of OECD countries in the development of general high school education are obvious to all.Shanghai and Beijing,China,are at the forefront of the country in terms of economic development,population,and education level.General high school education is at the forefront of the country and the gap with OECD countries is narrowing.Shanghai and the OECD countries have started research on the scale and structure of general high school education funding.Based on the recently released statistics on education expenditures of various countries by the Organization for Economic Cooperation and Development,a comparative analysis is made on the investment scale and expenditure structure of general high school education in Beijing,Shanghai and OECD countries from the two dimensions of education expenditure input scale and expenditure structure.First of all,based on the analysis of the economic development level,total population and education level of OECD countries,the education financial system of OECD countries is studied,and then the development of education in Shanghai and Beijing is compared and compared.Then carry out a comparative analysis of input scale and expenditure structure.Comparative analysis of input scale includes two dimensions of absolute scale and relative scale.The absolute scale is mainly adopted through the two indicators of financial education funding and average senior high school students' funding;the relative scale is adopted: general high school education financial investment as a percentage of GDP,general high school education financial investment as total financial investment,and general high school education financial investment.Three indicators of the proportion of total investment in education finance were launched.A comparative analysis of expenditure structure.From the perspective of education expenditure,ordinary high school education expenditure is divided into staff compensation expenditure,public expenditure and capital construction expenditure.First,the general high school education expenditure of China,Beijing,Shanghai,and OECD countries is analyzed based on the overall expenditure ratio.The basic characteristics of the structure,to understand the overall difference between the expenditure structure of general high school education in China and Shanghai and Beijing and that of the OECD countries;Second,cluster analysis is used to compare education expenditures in Beijing,Shanghai,China,and OECD countries to understand the differences between each expenditure and that of OECD countries.Through comparative research,it is found that the current ratio of financial education expenditure to GDP in Beijing and Shanghai is close to the average level of upper-middle income countries,but there is still a significant gap compared with OECD countries.The scale of general high school education expenditure in Shanghai is not as large as that of Beijing and OECD countries,and Beijing is close to that of OECD countries,and gradually exceeds that of OECD countries.In the structure of fund allocation,the proportion of public expenditure is too high,and the proportion of personnel expenditure is seriously low.Therefore,in the era of the new college entrance examination and the reform of education methods in high schools,the government's fiscal responsibility for ordinary high schools should be emphasized,and the government's investment proportion should be improved;the structure of the general high school education's financial expenditure structure should be optimized to ensure the level of personnel expenditure and increase the foundation Expenditure on construction,establish standards for the allocation of educational resources,and improve the level of resource allocation.
