Human society is undergoing all-round changes at an unprecedented speed with the ever-changing information technology.The rapid rise of the information technology industry has given mankind more possibilities for creativity and the ability to transform the world.The new creative industry that combines the information technology industry and the cultural industry,the video game industry,is causing a worldwide upsurge.The Chinese video game industry is one of the best.But the rapid development of the video game industry has inevitably caused many problems.In order to solve its negative effects,the video game industry access regulation came into beingThis article aims to analyze the video game industry access regulation from a global perspective,based on the two major regulatory research theories of public interest theory and responsive regulation theory,and describes the Chinese video game industry from a vertical perspective in conjunction with the development process of the Chinese video game industry The growth and development process of the access regulation policy,analyze the problems existing in the access regulation system of the Chinese video game industry,and dig deeper into the reasons,and finally build a multi-regulation model based on the theory of responsive regulation to build a multi-subject joint governance for China China's video game industry access system provides an effective path and also provides a new exploration direction for the application of responsive regulatory theory in ChinaThis article summarizes and sorts out China's video game industry access regulatory policies according to the timeline.Through different time nodes,the development process of video game industry access regulation is summarized into four main stages:blank period,initial period,growth period and formation period Then,by sorting out the access regulation policies of different periods,the characteristics of the access regulation policies of different development periods are summarized,and the entry threshold and entry procedures of the Chinese video game industry are sorted out.After nearly 30 years of development,the access regulation of the Chinese video game industry has basically formed a single-body regulation system with the government regulation department as the core.There are three main problems in the current regulatory system:one is the inadequate regulatory system for the access to the video game industry;the second is the long review cycle for the regulatory access to the video game;the third is the lack of flexibility in the regulatory access to the video game industry,these problems Restrict the healthy and sustainable development of China's video game industry.There are four main reasons for the problems in the regulation of China's video game industry access:the lag in the regulation of the video game industry,the single regulatory body,the single regulatory means,and the cumbersome access procedures,Faced with the current problems encountered by China's video game industry access regulation and the dilemma of the immature regulatory system,this article attempts to combine the theory of responsive regulation with the reality of China's video game industry access regulation to build a response regulation perspective China's video game industry access regulation model.It is proposed to improve the legal security system,and to improve the access regulation system for the participation of multiple subjects from the aspects of strengthening industry self-discipline,exerting third-party regulation,perfecting the classification system,strengthening social regulation,and improving audit efficiency.Fundamentally change the traditional government regulation model with a single subject as the core,and form a modern regulation system in which multiple subjects jointly participate in regulation.
