In order to promote the long-term development of education and the stable construction of teachers,China implemented the policy of merit pay for teachers in compulsory education schools in January 2009.The basis of teacher performance salary distribution is teacher performance management.For more than a decade,managers of various regions and schools have been actively exploring a scientific,standardized,fair and impartial performance management system.However,there are many problems in the implementation of performance management,which makes the realization of this policy still far from the ideal.Taking wuhan Y voluntary primary school as an example,this paper adopts literature research,questionnaire method,in-depth interview and other methods to explore some problems in the practice of teacher performance management,and tries to optimize them.Firstly,a questionnaire was used to investigate the background of the implementation of performance management in Y school,from which the prominent problems in the performance management of Y primary school teachers were found:the degree of poor matching with the school strategy,the management function was greater than the development function,and the quantification was excessive.Then on the basis of the analysis of the above questions,designed with the aid of the analysis model of the balanced score card,from financial,customer,internal management,learning,growth,four dimensions to build the evaluation index,using the analytic hierarchy process(AHP)to analyze the weight of each evaluation index,and proposes to promote Y the policy to optimize the elementary school teachers' performance appraisal system,specific include:optimization of the performance evaluation mechanism,performance management that is associated with teachers' professional development,using the incentive theory to promote teachers' performance.Finally,a series of policy suggestions are put forward for teacher performance management in Y primary school.For example,teacher performance should be based on the overall performance of the school.To pay attention to the professional development of teachers;adopting scientific performance appraisal method;improve the teacher performance management system.
