With the advancement of technology and the development of society,China's investment in research fund has been growing steadily and rapidly.Simultaneously,the use efficiency of research fund has been widely concerned by the community.The notice of the state council on optimizing scientific research management to improve scientific research performance has proposed to strengthen the performance evaluation of scientific research projects.Under the situation that the financial budget management is more rigorous and the performance evaluation requirements are increasingly strengthened,how to adapt to the current national research fund management system,improve the management methods,and do a good job in performance evaluation has become a key issue for scientific research management in universities.This paper expounds the related concepts and theoretical foundations of research fund management by studying the research on performance management of scientific research funding.Combined with the present situation of research fund management and management performance in universities,this paper analyzes the related problems in the performance management of research fund.On this basis,the balanced score card method is used to construct the index system of university research fund management performance evaluation and the corresponding weights are given to each index by the analytic hierarchy process.Taking Z university as an example,the evaluation and analysis of research fund performance management from the four dimensions of finance,internal operation,output benefit,learning and growth.Through the comparison of three-year index data,the problems of Z university in the management of scientific research funds were found and corresponding suggestions were made.Finally,through analysis and refinement,suggestions on improving the performance management level of scientific research funds in China were put forward from the aspects of key discipline construction,innovation platform construction,teacher team construction and personnel training.This will have important practical significance for optimizing the allocation of educational resources and realizing the strategic goals of university development.
