In the context of the current social transformation,a large number of migrants have flooded into cities and formed a trend of concentrated living.The community-based living and management of the floating population has also become a norm,resulting in some special floating population communities.However,this "stranger" community composed of floating population has a prominent feature of the mobility and heterogeneity of the population structure,which makes the floating population community face problems such as loose relationship,identification crisis,and disorder.How to realize the construction and integration of order to form a standardized and orderly community has become the core problem facing the current floating population community.This article takes Ningbo L community as an example.The community is a floating population community led by government,enterprise operation and community management.From "governance difficulties" to "national youth civilized communities",the community has formed a relatively stable Community norms,so its existence represents an ideal model for the centralized living and governance of migrants.Therefore,this paper adopts a qualitative research method to explore the normative formation mechanism of the floating population community based on the evolution process and structural characteristics of the L community.In order to clarify this issue in more detail,this paper divides the norms of the floating population community into ethical norms,contractual norms and mandatory norms from the intrinsic nature and implementation of the norms,and discusses the formation process and the logic of action of the three norms in the community.The study found that,first of all,along with the changes in the structure of residents' relations,the social interactions of the floating population community showed a malleable orientation.At the same time,under the joint operation of urban and rural ethical rules,the core concept of morality,sentiment and cultural identity was formed.The ethical norms of the elements are shared and internalized by community members as the norms of daily behavior and become the basic elements of orderly community life.Second,the govemment,enterprises and residents are not only a multi-cooperative community governance relationship,but also a game relationship of interest differentiation.In the process of interaction and game,a consensus is gradually formed,and contracts such as cooperation agreements,autonomy rules and residence agreements are formed.A mutually beneficial and balanced community governance structure has been reached,making contractual norms a key element of effective community governance.Third,compulsory norms are the dominant factor in the orderly management of the floating population community.It is through the disciplines of policies and regulations,rent regulations,technical means,which comprehensively regulates and supervises community members,and checks and balances power.Driven by positive incentives and evasive psychology,community members choose to obey mandatory regulations,thus ensuring the stability of community order.Through the exploration of the formation of the above three norms,the author believes that a community's norms contain multiple levels,and the same mechanism,its formation mechanism should also be the result of multiple integration.In the formation mechanism of the floating population community,the common role of ethical norms,contractual norms,and mandatory norms is inseparable.They divide and cooperate in their respective fields,and form a trinity governance pattern with mandatory norms as the mainstay,supplemented by ethical norms and contractual norms.The community has finally realized a shift from disorder to order.
