"Teachers are the foundation of education".It is an important guarantee for promoting the reform of basic education and improving the quality of basic education to build a professional teaching team with high quality.Teacher training is one of the important ways for teachers to carry out professional development, and it is also an important link for the country to strengthen the construction of teachers' team. Therefore, the effectiveness of teacher training has been widely concerned by the educational community.Teacher training course is the core and soul of teacher training program design, and it is the key factor to determine the success or failure of teacher training project. However,I find that the quality of teacher training curriculum development is not optimistic by analyzing relevant literature and combining with my own practical experience. It is mainly reflected in the following aspects:lacking of theoretical basis and general mode in curriculum development;lacking of pertinence and systematization of course content;the phenomenon of "setting up courses for people" is common;the training and teaching methods are old and single;the curriculum evaluation focuses on the form rather than the results, etc. So,how to develop the training course scientifically, making the teachers to learn something, and also making the training project achieve the ideal effect is the main problem of this paper. This study takes the project information technology application ability improvement 2.0 of primary and secondary school teachers in five cities of North Henan as an example, and introduces the benchmarking competency concept in the field of human resource management into the field of teacher training.By using the methods of literature analysis, investigation and statistical analysis, the paper explores and establishes the elements of the benchmark competency of the Management Director under the background of informatization 2.0.Finally,the teacher training course is developed with the goal of training and improving the benchmark competency of subject teachers, management directors and principals. The introduction part mainly explains the research background and problems, research purpose and significance, domestic and foreign research results, research ideas and methods, research innovation points, etc. The first part defines the core concepts of the article, and explains the theoretical bases that support the research. In the second part, through on-the-spot investigation,we can understand the current situation of primary and secondary school teachers' information technology application ability and the demands for a new round of training,so as to lay a foundation for the development of training courses. The third part based on the current situation of primary and secondary school teachers'information technology application ability,by analyzing the gap between the existing ability and the target ability of the management director, combined with the relevant requirements of the informatization 2.0 action plan,it is clear that the benchmark competency of the management director mainly consists of the informatization teaching ability, the informatization leading ability and the informatization management ability. The fourth part based on the benchmark competency to develop the curriculum of "the project of 2.0 training of information technology application ability improvement of primary and secondary school teachers in five cities of North Henan",and the course objectives, contents, implementation and evaluation methods of the training are elaborated in detail. In the fifth part, the author makes a deep reflection on the whole research process and puts forward the shortcomings in the research process, hoping to improve them in the future study and work.
