This paper mainly study IT capabilities (2002-2009) to primary and secondary schools’ teachers of Alashan league. It analyze IT applications, found the problems in the training and points out the effective countermeasures that can improve teachers’ information technology training through middle school teachers’information technology application, training and the expectations survey of investigation training for secondary school teachers. Due to the particularity restriction of Alashan union areas, the author found that there are some problems in primary and middle school teachers’ information technology application through the implementation of the training, questionnaire and on-the-spot investigation. The problems are:the factors of school hardware environment construction; the intensity of school leadership’s attention and input, the teachers’ awareness of IT is not high; the lack of information and difficulties of learning communication; teachers have some differences in the structure of knowledge; conditions of educational resources and different cultural background of academic etc. However, there are also some problems in teachers’IT competency training. For example, the difficulties of implementing "the same standard, unified arrangement" training, the intensity of teachers’ IT training efforts are weak, the heavy burden of teacher training’s cost, the conflict of work and training time, and there are great disparities between training content, teaching methods, assessment, organization arrangement and teacher’s expectation. On the basis of the analysis of the problem, the paper paints out countermeasures that are more suitable for teachers’IT competency training at remote areas. The countermeasures are:to improve the understanding of government and education administrative leadership to the IT, change their concepts to IT training. It manages from two aspects:targeted training to improve efficiency, establish a perfect management mechanism and improve the evaluation system. It adopts the method of combining the layering design the training content, highlight the training of pertinence and on the basis on implementation of a comprehensive training method to strengthen the case-based training, carry out interactive teaching and research training and exchange meeting of experience to share the resources to increase training strengthen. And through scientific assessment system to strengthen the leadership and improve knowledge:quantified use of standards and heavily invest in training:to build a good training environment. to establish effective evaluation system to promote scientific management training and to open Teachers’satisfaction training. Through this paper, author analyzed and summarized out Alashan league of primary and middle school teachers’information technology ability training work over the years. It provided more effective training mode for Alashan league of primary and middle school. improved and adjusted adaptation of the training contents, methods, evaluation methods, set up the quality of the teachers, improved the fundamental guarantee of quality education. And building perfect teacher education system is an important guarantee to improve the quality of teachers. At the same time, it is also a major education reform breakthrough of China.
