The public course examination for the admission of master's graduate students takes the form of unified proposition,which is of no significance.But the master's graduate student entrance specialized course examination after all uses the independent proposition or the unified proposition actually has the dispute,this is also a virgin land which has yet to be reclaimed.This paper attempts to take pedagogy major as an example,using three theories(policy change,examination proposition,stakeholder theory)and three methods(literature,interview,comparison)to explore the advantages and disadvantages of the two propositional forms,and to answer doubts for each enrollment unit.Apart from the introduction and conclusion,this paper is divided into five parts:the first part mainly defines and explains the four core concepts and three theoretical bases involved in this paper.The second part mainly makes a vertical combing of the independent proposition period,the unified proposition period and the diversified period of the pedagogy specialty course assignment.The third part mainly carries on the macroscopic perspective to the two propositional forms of the master's degree in education.The fourth part mainly from the proposition basis and the principle,the proposition content,the proposition management,the proposition appraisal four levels carries on the microscopic analysis.The fifth part makes a brief analysis of the two propositional forms from three aspects,and puts forward some concrete suggestions for the five aspects.Examination is an important way to select talents,and proposition is the necessary premise of examination.The two propositional forms have their own advantages and disadvantages:the unified proposition is helpful to maintain the three public(fair,open,fair)and save the three forces(human,material,financial);the autonomous proposition is beneficial to play the three special(school characteristics,discipline characteristics,academic characteristics)and stimulate the three forces(vitality,motivation,potential).What kind of propositional form is adopted is the result of each stakeholder's mutual game.It is the trend of the times to expand the enrollment scale of graduate students and to improve the training quality of graduate students.The future master's graduate entrance professional course proposition form will certainly take both advantages,overcome the disadvantages of both,so as to achieve a fair examination,efficiency,quality perfect unity.
