As is stated in the newly-published High School Politics Curriculum Standard for Compulsory Education(2017-year edition),the basic task of high school politics teaching is morality education with the purpose of nurturing core socialist values.It is a comprehensive course which is intended to help students set the right political orientation,improve the core competence of politics as well as strengthen their understanding of and participation in social activities.The goal of high school politics course has turned from 3-dimension goals to the cultivation of core competence.The core competence of high school course of politics consists of political identification,scientific spirit,legal awareness and public participation,which are interconnected.The competence of public participation is the most practical one.In terms of public participation,the practice of politics teaching is beneficial to the optimization of teaching goals,the enhancement of the directive cultivation.It will also have a positive effect on reorganization of teaching content and the efficiency of cultivation of public participation.Besides,it will do good to the change of teaching approaches,making it possible to be more target-oriented.As a result,students'competence will be built up so that they become more active in public participation.Thus,the course of politics is a platform where public participation can be cultivated.However,after interviews with teachers,it is discovered that most interviewees are faced with many problems despite the progress they have made in cultivating students'competence of public participation.These problems are listed as follows:The teaching goals are not target-oriented for cultivating public participation;The teaching contents fail to arouse the inner motivation of forming public participation;The teaching approaches do not help the core competence to take roots;The evaluation system cannot completely show the competence of public participation.The problems listed above can be attributed to several factors:The ignored importance of public participation as a result of exam-oriented high school education;The restrictions caused by the traditional way of teaching;The limit of teachers' self-competence;The closed campus environment.Based on the current situation of students' public participation,the researcher of this paper attempts to offer practical guidance on the cultivation of students' public participation in high school teaching of the politics course.To begin with,politics teachers are expected to raise the awareness of and optimize the condition for the cultivation of students 'public participation.Besides,teaching goals,with a clear target,should be specified during the practice of teaching.In addition,topic-teaching style,which is intended to promote the cultivation of public participation competence,can be carried out with the help four different steps:choosing topics,creating a situation,organizing class activities and increasing the variety of extra-curriculum activities.Lastly,the evaluation system shall be perfected so that the comprehensive quality of public participation can be shown.
