With the continuous deepening of the new curriculum reform,the term core literacy has gradually become "hot".According to the "General High School Ideological and Political Curriculum Standards" published in 2017,the core literacy of ideological and political disciplines mainly includes four aspects: political identity,scientific spirit,awareness of the rule of law,and public participation.The four are an organic whole with each other.The first three involve more conceptual level,and the final public participation literacy involves more action level.The relationship between the two levels is to form and sublimate the core literacy at the conceptual level in the literacy of public participation.Senior high school politics courses cultivate students' public participation literacy,which can help students broaden their horizons.While enriching basic knowledge,they can improve their awareness and ability to participate in public affairs,which is conducive to students' self-development and social development,and is in the unity of theory and practice.Accumulate practical experience in participating in social and public affairs,so that students can fully understand how to participate in social and public affairs in an orderly manner,thereby generating a sense of responsibility of the people as masters of the country.This article analyzes the problems and causes of the public participation literacy cultivation of high school political students through the data of the questionnaire and the results of the interviews,and discusses the countermeasures to solve the problems in combination with educational practice examples.The main content of this paper is divided into three parts:First,an overview of the theories related to public participation literacy in high school politics.First,explain the concept of public participation and public participation literacy;secondly,discuss the basic content of public participation literacy in high school politics,including three aspects,namely,public participation awareness,publicparticipation knowledge and public participation ability;finally,put forward the cultivation of high school politics The significance of students' public participation literacy.Second,analysis of the problems and reasons in the high school politics class in cultivating students' public participation literacy.Through the analysis of questionnaire data and interview results,there are certain problems in the process of cultivating students' public participation literacy in high school politics,such as insufficient resources for schools to cultivate students' public participation literacy,single methods of teachers cultivating students' public participation literacy,and teachers cultivating students' public participation literacy.Participation literacy evaluation methods are not comprehensive,high school students lack the initiative of public participation,etc.;the reasons for the problems in cultivating students' public participation literacy in high school politics are analyzed.The reasons are: the school has neglected the main status of students,teachers Insufficient ability to explore teaching methods,teachers' inaccurate grasp of student evaluation standards,and lack of awareness of public participation by high school students.Third,the strategies for cultivating students' public participation literacy in high school politics.On the basis of discussing the problems and reasons in the high school politics course in cultivating students' public participation literacy,it proposes targeted countermeasures to solve the problems.It mainly includes: perfecting the cultivation conditions of public participation literacy of high school students,improving the cultivation methods of public participation literacy of high school students,improving the evaluation measures of public participation literacy cultivation of high school students,and exerting the subjective initiative of high school students' public participation literacy.
