The Security Of The Exchange Of Teachers And Students Abroad In The Universities In S City Of Jiangsu Province And Its Prevention

Since the promulgation of the anti-espionage law of the People's Republic of China,the People's Daily,Xinhuanet,Phoenix and other mainstream domestic media have exposed cases of espionage activities carried out by foreign spy and intelligence agencies against people in China in various fields,in all directions and with high frequency,it reflects that the teachers and students in colleges and universities are the focus group of the spy and intelligence agencies,so the safety of the exchange between teachers and students in colleges and universities should be paid more attention to.This paper the college teachers and students in S city of Jiangsu Province to go abroad communication and the case of security issues,through objective and detailed data analysis and targeted interviews,four universities in S city the size of the go abroad communication between teachers and students,purpose,and makes a statistic analysis on the target area,and so on and so forth,to demonstrate research S city college teachers and students to go abroad communication the importance and necessity of safety problems.On this basis,the author from the international level,such as politics,government,society and individual analyses I go abroad college teachers and students exchange security problems of main reason,namely the political level to china-us relations and the game between the interests of the state,government level for the department of supervision and responsibility division existing blind spot,needs to improve social level for the national security education system,college level for teachers and students to go abroad exchange regulation effect is limited,the individual level for the lack of risk prevention of state security.At the same time,the author analyzes the common problems reflected in the cases from the perspective of national security by combining with the typical cases of security problems occurred in the exchange between teachers and students of colleges and universities in many places across the country reported by the media in recent years,and summarizes the security implications for the exchange between teachers and students of colleges and universities in S city.This paper starts from the case of safety problems occurred in the exchange of teachers and students going abroad in s city universities,through objective and detailed data analysis and targeted investigation and interview,this paper makes a statistical analysis on the scale,aim and target area of the exchange of teachers and students in 4 universities in s city;in order to demonstrate the importance and necessity of the study on the safety of the exchange of teachers and students in s city.On this basis,the author analyzes the main causes of the security problems in the international political,governmental,social and personal exchanges between teachers and students in our colleges and universities,that is,the political level is the mutual game between the sino-us relations and national interests,the government has a blind area for the division of supervision and responsibility,the social level is that the national security propaganda and education system needs to be improved,and the effect of supervision is limited for the exchange of teachers and students abroad at the university level,lack of awareness of national security risk prevention at the individual level.At the same time,the author analyzes the common problems reflected in the cases from the perspective of national security,combining with the typical cases of security problems occurred in the exchanges between teachers and students of colleges and universities in many parts of the country that have been reported publicly by the media in recent years,and extract the S City University teachers and students to go abroad exchange of security enlightenment.Through research,the author puts forward corresponding countermeasures and suggestions:Strengthening the ideological and political work in the field of ideology from the government level,bringing the national security committee into full play and creating a positive and open academic atmosphere to attract talents to stay;From the social level,it makes the regional coverage and demand of the mission fit,the frequency increase fit the situation,the effect promotion and the response fit From the university level to optimize the students and teachers to go abroad exchange policy,strengthen the safety education mechanism,establish and improve the dynamic management system;Strengthen the national identity and security education from the individual level,correct understanding of the meaning of cross-border exchanges,enhance self-defense awareness and capacity.These suggestions can be used for reference by the government,universities and other public departments to formulate corresponding policies for personnel to go abroad,and can also be used as a reference for domestic universities to actively plan to "go abroad" to run schools abroad.
