Research On The Improvement Of Security Risk Prevention Mechanism In Colleges And Universities

The Fourth Plenary Session of the 19 th CPC Central Committee stressed: "Enhance the national security awareness of the whole people,establish and improve the national security risk study and judgment,prevention and control coordination,prevention and resolution mechanism,and improve the ability to prevent national security risks." As an important part of society and an important base for cultivating talents,colleges and universities also need to improve their ability to prevent security risks.The security and stability of colleges and universities is an important premise for colleges and universities to carry out all kinds of work,and also an important guarantee for the healthy and stable development of higher education.It is of great significance to national security,social stability and the development of colleges and universities themselves.In recent years,colleges and universities have made great efforts in safety risk management,achieved certain results,and consolidated the safety and stability of colleges and universities.However,in the complex background of the times,the domestic and international situation faced by colleges and universities is more severe.Various kinds of security incidents emerge in endlessly,and various types of conflicts are intensifying.Traditional security risks and security risks in the new situation are intertwined and complicated.The emergence of security problems in colleges and universities is difficult to control,which leads to more difficulties and greater challenges for the stability of security style in colleges and universities,it puts forward higher requirements for the safety risk management of colleges and universities.Therefore,from the perspective of security risk management,to explore and improve the prevention and control measures of security risk in colleges and universities is not only the necessary meaning to deal with the current new situation and new challenges of security risk,but also the inevitable requirement to maintain the security and stability of colleges and universities.In order to maintain the security and stability of colleges and universities and find effective security risk prevention and control measures,this paper studies the relevant literature,carries out questionnaire survey and interview,understands the challenges faced by the security and stability of colleges and universities,analyzes the problems and reasons existing in the security risk management of colleges and universities,and improves the security risk prevention and control mechanism of colleges and universities by using risk management and other related theories,in order to better enhance the overall efficiency of security risk governance.This paper takes the security risk of colleges and universities as the research object,on the basis of the research status at home and abroad,with the risk management theory,risk cognition theory and crisis life cycle theory as the theoretical basis,through questionnaires and interviews,points out the risks of teachers’ Ethics Anomie,academic misconduct,ideological security,network public opinion,telecommunications fraud and so on,colleges and universities are faced with the interweaving of new and old security risks and the increasingly complex situation of security management;in view of the current situation,the paper puts forward some problems in the safety risk management of colleges and universities,such as the imperfect organizational structure,the lack of management team level,the lack of risk identification ability,the lack of emergency plan and the difficulty of information sharing;the reasons for the problems lie in the imperfection of university safety risk management rules and regulations,the imperfection of university safety risk assessment mechanism and the imperfection of university emergency coordination mechanism.This paper focuses on the concept of big security,and puts forward countermeasures to improve the security risk prevention and control mechanism in colleges and universities from the aspects of risk prevention,whole process governance and holistic governance in order to avoid the security risk to the greatest extent and maintain the security and stability of colleges and universities,it is necessary to build the collaborative governance mechanism of security risk and improve the security risk prevention and protection mechanism of colleges and universities.
