Study On The Problem Of Employment For Land-lost Farmers In Shenyang Dadong District

Since the 1990s,with the rapid development of industrialization and urbanization,a large number of peasants,especially the farmers around cities and towns,have been expropriated for a large amount of agricultural land.The expropriation of agricultural land resulted in a large number of landless peasants.The land-lost farmers are different from the urban residents and the traditional sense of the farmers.They have no way to maintain their existence and become the so-call "Three Without" for without land for farming.without duty to work and without copy of social security.The employment issue has become the source of people's livelihood and one of the most important and urgent problems for the land-lost farmers.It is also an important link to ensure the harmonious development of society.In recent years.China has proposed to develop a new type of urbanization with the basic features of urban and rural integration,urban-rural integration,urban interaction,conservation,ecological livability and harmonious development.of which purpose is people-oriented and people's livelihood first.With the rapid development of new urbanization,the realistic problems of land-lost farmers' transformation about status,career and ideologies become more serious.At present,with the progress of science and technology,following the rapid innovation of hi-technology,the revolutionary impact,which caused by the industrial development strategy for the adjustment of the industrial structure of the productive forces and production relations,makes the problem solving to be a newer and higher requirement.Solving the land-lost farmers'employment problem properly,even to long-term livelihood development,has become a major subject on current economic and social development and government policy.This paper takes Dadong District of Shenyang as the study area,takes the land-lost farmers of Dadong District as the research object.Based on the theory of rent-land.sustainable livelihood and public employment services,using the method of field survey and.literature research,this paper expounds current situation of land-lost farmers from Dadong District employment and sums up the current problems including the actual low employment rate,the narrow employment pathway,the low employment starting point,the serious income reverse growth situation,the job security lack,the high unemployment risk and the low self-employment rate.Based on the practice survey's data analysis,the reasons for the existing problems are obtained:the land-lost farmers are lack of human capital and professional skills;the traditional employment concept is too strong for the land-lost farmers to contruct confidence;the employment guarantee mechanism farmers is not perfect;the self-employment ability and external service are deficient.On the basis of this,we propose some solutions:improving vocational training chain and increasing employment opportunities,strengthening the government's leading role and creating a favorable employment environment,improving the employment guarantee mechanism and encouraging land-lost farmers to start their own businesses.
