In recent years, the developed eastern region of China has undergone economic transformation and upgrading, which has led to increasing difficulties in employment and competitive pressure. The cost of living has also risen, especially the rent and housing prices, which have barely risen.Basic public services, such as education, medical care and old-age care, have not been fully and fairly guaranteed. At the same time, the central and western regions have seen rapid economic growth, significantly increased employment, education and other development opportunities, improved urban infrastructure and the supply of basic public services, and become more attractive to all types of labor migration. The economic development and social changes in the cities of origins and destination make the backflow of labor migration become stronger and stronger. In this paper, descriptive analysis and explanatory analysis are used to compare and analyze the comprehensive development index of 291 cities with the spatial variation of the willingness of Labor migration to return, based on the data of the 2017 China Migrants Dynamic Survey and the statistical yearbook data of various cities released by the National Bureau of Statistics. On this basis, model calculation and coefficient analysis are carried out on the influence of different origins of urban development, development gap between different dimensions of origins and destination, development speed and development prospect of origins on Labor migration'intention to return.Through empirical analysis, this research finds that: first, the intention of Labor migration to return is relatively low in China, and the spatial variation of labor migration is obvious.Among them, the reflux intention in northeast China is generally the weakest, while the spatial distribution of the reflux intention in central and western China is unbalanced but relatively strong on the whole.Cities with strong reflux intention in eastern coastal areas are mainly concentrated in Beijing,Yangtze River Delta and Pearl River Delta.Second, the intention of Labor migration to return is greatly influenced by the development status of the cities of origins and the development gap between origins and destination.Among them, economy and employment are the most important factors affecting the willingness of Labor migration to return. The construction of urban infrastructure, such as medical care, education, communication andtransportation, and the supply of public services will also play a certain role.Thirdly, the development speed and the development prospect associated with it will have a significant positive effect on the reflux intention of Labor migration.Fourth, the threshold of access to public services in the destination will have a negative impact on the intention of Labor migration to return. Therefore,in terms of policy inspiration, while persisting in economic development and improving people's livelihood, the government of origins also need to pay attention to infrastructure construction and public service guarantee.Local government also need to strengthen publicity, and introduce incentive policies for Labor migration to return to their hometown for employment and entrepreneurship,so as to improve their attractiveness to Labor migration, encourage Labor migration to return and promote sustainable development of population and economy and society. For the destination,it is necessary to increase investment in infrastructure construction and guarantee of basic public services, make basic public services more equitable and equitable, fully protect the rights of workers, and enhance the sense of identity and belonging of Labor migration. So that they can really stay in the city, integrate into the city,in the realization of their own value at the same time continue to become the most important force in the construction of the destination city.
