on the era of knowledge-based economic development,scientific and technological innovation capabilities have become the key to a country's economic development.In the report of the 19 th National Congress of the Communist Party of China,General Secretary Xi Jinping proposed that China will basically realize socialist modernization by 2035,and that its economic and technological strength will be greatly improved,and it will rank among the top of innovative countries.The essence of innovation-driven is talent-driven,so the scale and quality of innovative scientific and technological talents must also keep up with the pace of development and improve simultaneously.In recent years,Hunan Province has responded to the party 's central government 's call for socialist modernization while complying with the general trend of national economic development,and has formulated a series of talent development plans and methods for the purpose of building a modern talent team that supports regional scientific and technological innovation and economic development.Such as "Huxiang Talent Development Support Plan","Furong Scholar Plan","Huxiang Youth Scientific and Technological Innovation Talent Training Plan" and so on.In this context,this article intends to take Hunan Province's scientific and technological innovation talents as the research object,collect historical data from 2010 to 2017,and use the prediction model of the combination of the gray GM(1,1)model and the regression analysis model to conduct the2018-2025 The forecast of the total amount of talents,quality and structural needs,combined with the current shortcomings in the work of scientific and technological innovation talents and future demand trends,propose targeted countermeasures.The main conclusions are:(1)The total demand for scientificand technological innovation talents will show a substantial growth trend.(2)The quality demand for science and technology innovation talents has gradually increased.The higher the education level,the greater the demand for science and technology innovation talents.The doctoral degree has the largest demand for science and technology innovation talents,and the demand has also grown fastest.(3)There are still some contradictions in the structure of scientific and technological innovation talents,especially the increasing demand for the secondary and tertiary industries,among which the tertiary industry has the fastest growth.Finally,based on the forecast results and gap analysis,starting from the issues of total volume,quality,and structure,the development of scientific and technological innovative talents in Hunan Province,and high-quality science and technology from five aspects,including institutional mechanisms,environmental construction,personnel training,platform construction,and structural adjustment.The creation of innovative talents provides development countermeasures. |
