In the era of China’s economic development into the "new normal", Facing the deepening of economic globalization, the rapid development of science and technology revolution and the rapid development of the industrial revolution, During the period of 13 th Five-Year Jiangxi province is to accelerate the rise in the central region, the key period of building a moderately prosperous society, it is to improve the ability of independent innovation, building an innovation oriented stage of Jiangxi. Therefore, to accelerate the construction of innovative scientific and technological personnel, is the inevitable requirement of Jiangxi Province, "the development and upgrading, the well-off speed, the rise of green, hard work and Xing Gan".In the face of the new situation, new task, new requirements, Jiangxi Province scientific and technological personnel work still exist some deep-seated contradictions and problems, to achieve development upgrades ", must seize the talent resources the key adjustment, pay attention to the contribution of technical personnel, for the training and the introduction of technical personnel, in order to achieve the transformation and the spanning development has laid a solid talent foundation of Jiangxi Province.This paper starts from the connotation of the definition of talent and technical talents, on the base of the existing theories and to predict the relevant literature and technical talents for review. On the scientific and technological talents for the economic development of Jiangxi Province an important role, from the total amount of talents, structure, quality, input development environment, performance and other aspects of analysis the current situation of Jiangxi science and technology talent development, pointed out the problems of Jiangxi science and technology talent team construction of, and expounds the reasons for these problems.According to the analysis of Jiangxi Province scientific and technological talents related information and data, it is concluded that the technical talents of the total demand is influenced by many factors, by using the gray correlation analysis method of high degree index selection, index system is established. According to the selected index data, using a combination of regression analysis forecast, GM(1, 1) grey prediction model is constructed of Jiangxi Province 2015-2020 technical talents quantity, structure and quality demand forecast. On the basis of the national policy direction combined and Jiangxi talent development strategy, based on the total amount, structure and quality of Jiangxi Province, "Thirteen Five" period talents are gaps, reflected in:(1) the total amount of demand for technology professionals will show a substantial growth trend. Structure(2) scientific andtechnological talents, there are still some contradictions, especially in the second and tertiary industries increased demand, wherein the third fastest growing industry.(3) quality requirements gradually increase the scientific and technological talents, the local supply of highly educated talents weak, doctorate or master’s degree graduate science and technology talent gaps, in which doctoral degrees fastest growing technology professionals demand.Finally, according to prediction results and gap analysis respectively from the identification of scientific and technological talent introduction, mobility, incentives, retention,training investment and other aspects the development of Jiangxi Provincial Science and technology talent, high-quality scientific and technological personnel were built to provide the corresponding countermeasures.
