Since the 1980's,the development of economic integration and internationalization of higher education has promoted the mutual openness and integration of higher education among various countries.Based on this,the higher education exchanges and the connection of interests among various countries are becoming increasingly significant,and the border barriers between universities are weakening.Internationalization has gradually become a basic trend in the development of higher education worldwide.Malaysia is at the crossroads of "Maritime Silk Road",and with a large number of Malaysian Chinese,enjoys a very profound cultural origin with China.The social,historical and cultural homology between the two countries is rather notable.The exchanges and cooperation between China and Malaysia in economy and trade,culture and higher education have become increasingly frequent since the reform and opening up of China,thus studying the effective form of internationalization of higher education in Malaysia—the Twinning Degree Program(TDP),is of great significance for promoting the 21st Century Maritime Silk Road initiativeThe internationalization of higher education of Malaysia ranks among the best in Southeast Asia,and its main driving force originates from the development of private higher education.On one hand,Malaysian private higher education institutions have made tremendous contributions to the internationalization and popularization of higher education in the country and modernization of the national economy through the implementation of the TDP.On the other hand,the valuable experience and lessons of Malaysian private higher education in achieving internationalization of higher education are worth learningThis thesis is composed of three parts:introduction,four body chapters and conclusion.The introduction mainly elaborates on the reason behind selecting the topic,the definition of core concepts,the purpose and significance of the research,the main content and methods of the research,and the literature review.In the main part,the first chapter expounds on the historical background of Malaysia's TDP,and sorts out its development and current situation from a historical perspective.The second chapter applies the Push-pull theory and Internationalization at Home theory to analyze the dynamic factors of the development of TDP.The third chapter takes SEGi University's TDP as a case to systematically discuss its management,curriculum system construction,quality assurance mechanism construction and existing problems.Chapter four summarizes its experience and lessons by analyzing the practice of Malaysian private higher education institutions in implementing TDP.The concluding part discusses the new path to the internationalization of private higher education in China by reflecting on the lessons and problems of the Malaysian private higher education institutions in implementing the TDP.This study concludes that the TDP is an effective form of internationalization for the private higher education in Malaysia.The implementation of this program not only improves the quality of higher education in Malaysia,but also paves a new way in the development of"Internationalization at Home" of higher education.The successful experience of the implementation of the TDP indicates that:first of all,actively introduce high-quality overseas higher education resources to enhance the strength of private higher education institutions;secondly,timely adjust higher education policies and regulations to guarantee the healthy and smooth development of private higher education institutions;thirdly,to strengthen the international degree certification and quality assurance system construction as a starting point to improve the quality and international reputation of private universities;fourthly,cope well with the relationship between internationalization and localization,and achieve"Internationalization at Home" of higher education.Malaysia's accumulated experience in promoting the internationalization of higher education and improving the quality of private higher education through the implementation of Twinning Degree Programs is worth learning.
