In order to ensure higher education better serve the social and economic developments, the Academic Degrees Committee of the State Council has launched a Professionals Training Program for National Special Needs(hereinafter referred to as Special Program), which dedicated to cultivate talents with master or doctor's degree in certain period in some selected colleges with outshining majors and good educational capability. The selected colleges have played positive roles in promoting the development of postgraduate education with professional training since the implementation of the program. This paper is trying to find out the difficulties and problems in the program implementation and provide suggestions and solutions.This paper mainly consists of four parts. Firstly, the introduction states the origin,significance and value of this study. After study, we understood that lots of foreign countries, such as America, England, Japan, have carried out similar talent programs and have gained a great deal of experience. Secondly, the paper discusses the rationality of Special Program in theory. Thirdly, it provides the current situation of Special Program, comprehensively analyses the situation of program in terms of talents orientation, cultivation condition, cultivation process, etc. Lastly, suggestions and solutions, summarized the typical problems and provided solutions accordingly.Based upon research and analysis, we reached the following conclusions: first,the implementation of Special Program can effectively alleviate the social urge demand for high-level talents, and benefit the colleges with experience for developing the professional undergraduate education; second, the selected colleges developed the suitable talents cultivation model of its own and obtained required school condition,teachers, supporting facilities in general; third, after investigation, we found that the problems mainly come from low quality of students, poor design of curriculum system,insufficient tutorial system, unsatisfying industry-college-institute cooperation and education quality evaluation. Therefore, it is suggested that the colleges should further strengthen the recruitment of students, adjust and optimize the professional curriculum system, supervise the tutorial system, enhance the efficiency ofindustry-college-institute cooperation and diversify student assessment.
