In 2017,the Ministry of Education issued guidelines for the implementation of after-school services in primary and secondary schools in order to solve the "3: 30problem".At present,most provinces and cities have fully implemented the guidelines.As a new thing,after-school service will inevitably produce some problems and meet some difficulties in the implementation process.The purpose of this study is to find out the problems,find out the causes of the problems and propose optimization strategies through investigation.Based on the analysis of the existing literature and the interpretation of policies,this study investigates the current situation of the implementation of after-school service in urban primary schools through questionnaires and interviews.By issuing questionnaires to parents and teachers,we can understand teachers' understanding of the value of after-school service and the current situation of its implementation.To understand parents' understanding of after-school service and their satisfaction with its implementation.Through interviews with school management and teachers,we can fully understand the difficulties and current situation in the implementation of after-school services.With the help of sufficient investigation and analysis of the reasons,this paper tries to put forward optimization strategies to solve the limited service situation of after-school service.This study is divided into four parts: The first part is the introduction,which mainly introduces the background,research purpose and significance,concept definition,research status at home and abroad,theoretical basis,etc.The second part mainly analyzes the investigation results of the implementation of after-school service in urban primary schools,mainly from the supply and demand situation,the development situation and the evaluation situation,to fully understand the real situation of after-school service.In the third part,the reasons for the limitation of after-school service in urban primary schools are explored and analyzed.Through sorting out the questionnaire data and interview content,it is found that there are outstanding problems in the implementation of after-school service in urban primary schools,such as lack of system,lack of supervision,weak social cooperative education atmosphere,and urgent need to be solved in standard implementation.The mainreasons are the vague policies,lack of supporting systems,biased understanding of the value of each subject of after-school service,and the need to strengthen the systematic implementation.The fourth part,according to the current situation of after-school service,from adjust measures to local conditions,improve the after-school service system guarantee;Clarify the value of after-school service and form a cooperative education atmosphere;Refine after-school service links,improve the standard operation of school service capabilities,conduct strategic research in three aspects and propose the following specific strategies to clarify responsibilities and improve the management system.Perfect the supporting system to protect the rights of all subjects;Strengthen the guarantee of funds and share reasonable costs;Strengthen fine management and perfect the school service mechanism;Reasonably assess teachers' work and improve their professional happiness;All the subjects cooperate effectively to unite and educate people.Broaden the channels of teachers and improve the service level.
