The so-called "school bullying" refers to the persistent or intentional aggression of an individual student against an individual student,or a group of students against an individual student,or a group of students against another group of students,both inside and outside the campus,which causes the victim to feel mental or physical pain or material loss.In view of this problem,the Chinese government attaches great importance to it,and the Ministry of Education,together with multiple departments,takes a variety of measures to continuously strengthen the governance of school bullying.In recent years,it has become more and more difficult to define school bullying incidents,and the trend of bullying behavior is becoming more and more obvious.Much bullying among primary school students often goes unnoticeably and unchecked,resulting in more serious bullying incidents.On the one hand,the research on the governance of primary school bullying can arouse the concern and attention of the society to the primary school bullying incidents,on the other hand,it can provide reference significance for the governance of primary school bullying incidents.The reason why District A primary schools in chaozhou are taken as a typical object to the study is that bullying governance there is worthy of discussion and being learnt from.Based on the collaborative governance theory and environmental education theory,this paper expounds the related concepts and theories of primary school bullying governance,and reviews the governance of school bullying and primary school bullying at home and abroad.By means of consulting literature,making questionnaire surveys and doing individual interviews and so on,the subject of school bullying governance in Chaozhou District A and three representative primary schools were investigated.Firstly,using Document Method,we have collected some primary school bullying governance countermeasures.in our country.Secondly,through questionnaire surveys and individual interviews,the present situation of multi-subject collaborative governance of primary school bullying in District A of Chaozhou was obtained.Thirdly,the paper analyzes the main problems existing in the multi-subject collaborative governance of school bullying in Chaozhou District A from the current situation of school bullying governance,and then analyzes the causes of the problems.Finally,the rational and targeted countermeasures of school bullying in Chaozhou district A are put forward.After an in-depth study on the multi-subject collaborative governance of primary school bullying in Chaozhou District A,the main problems in the governance are found as follows:the governing subject of school bullying is relatively single;the sharing of responsibilities are unclear;governance needs innovating;the supply of governance institutions is inadequate.In order to solve these problems,we analyze the problems by using of collaborative governance theory and environmental education theory,explore the reasons behind the problems,and then put forward the multi-subject collaborative governance of primary school bullying countermeasures.
