With the increase of myopia rate and obesity rate of students,the decline of teenagers’ physical health and many other problems revealed,the role of physical exercise is increasingly prominent,physical education as one of the after-school delay service content,also gradually received national attention.In July 2021,the General Office of the Communist Party of China Central Committee and The General Office of the State Council issued the Opinions on Further Reducing the Homework Burden and Off-campus Training Burden of Students in Compulsory Education,which clearly required "improving the after-school service level of schools to meet the diversified needs of students",bringing the dual power of time and space for after-school e GCended sports service.The after-school delay sports service has been put on a new historical starting point.Subsequently,the General Administration of Sport of the State issued the Notice on Improving the after-school Sports service level and Promoting the healthy growth of Primary and Middle School students,and other policies,indicating the great determination of the state to promote after-school sports service delay.To carry out after-school delay service has become an important measure under the background that parents cannot pick up students on time and leave students unsupervised after school.In order to make up for the shortage of school resources,after-school training institutions participate in after-school sports service has become a new trend.In order to achieve better development of after-school delayed sports services,the support of the government and families is needed.The four main bodies(the government,forces outside the school,schools and families)make concerted efforts to jointly solve the problems of responsibility attribution,funding subsidies,teaching staff,venue supply,quality assessment,security and other issues of after-school delayed sports services.It is not only a major project to realize the high quality development of youth sports,but also an important measure to realize the high quality development of school sports to explore the factors that restrict the after-school sports service collaborative governance in Chongqing and improve the countermeasures of collaborative governance.Through interviews and research in the early stage,this paper uses SFIC model to deeply analyze the specific problems existing in the after-school sports service collaborative governance of Chongqing primary schools: under the initial condition,the power resources of each subject are not balanced,the cooperative motive is unstable;Under the catalytic leadership,the responsibility of government departments is not clear and the leadership is insufficient.Under the system design,the relevant system content is not perfect,the formulation process is not transparent;In the process of coordination,the goal of coordination between subjects is not unified and the relationship of coordination is not close.Then,9 primary schools in the main urban area of Chongqing were selected as investigation objects.According to the SFIC model of collaborative governance theory,"starting condition,catalytic leadership,institutional design and collaborative process" were taken as independent variables,and "governance effect" was taken as dependent variable.The research hypothesis was proposed from the four dimensions of independent variables,and the questionnaire was designed to judge the influence degree of four dimensions on governance effect.The results of data analysis are as follows:(1)Correlation analysis verifies the four hypotheses proposed in this study,namely: the more equal and cooperative the starting condition is,the better the development effect of after-school delayed sports service is;The more full the leadership role is,the better the after-school delay sports service is.The more standard and comprehensive the system design,the better the effect of after-school delay sports service;The closer and better the coordination process is,the better the after-school delay sports service will be.Therefore,the respective variables and dependent variables are positive.(2)The regression analysis data of the three questionnaires all show that the regression coefficient value of "collaborative process" is the highest,indicating that "collaborative process" is the fundamental factor restricting the "governance effect".Finally,from the four dimensions of SFIC model,the paper puts forward the optimization path of after-school delayed sports service collaborative governance,emphasizing the importance of "collaborative process" : the initial condition dimension,further improving the collaborative ability of all parties,integrating resource advantages,and establishing the concept of co-governance;Catalyze the leadership dimension,clarify the attribution of responsibility,and enhance the leadership ability of government departments;The system design dimension guarantees the openness of the formulation process and enhances the meticulousness of the system content.In the dimension of collaborative process,it integrates the interest demands of all parties,establishes friendly relations and creates a collaborative atmosphere.
