Participation Of Women's Social Organizations In Social Governance

Against the new situation of innovative social management,the functions of social organizations are becoming more and more refined and expanded,.Many new women's social organizations,such as female intellectuals' associations,trade associations and volunteer organizations developed in past years.These women's social organizations are expected to play a role in safeguarding women's rights and interests,enhancing women's awareness of social participation,and promoting the integration and optimization of social resources.However,the present situation and constraints of the participation in social governance have not been systematically studied.Based on the theories of market failure and government failure,as well as the theory of social organizations' capacity to develop civil society,this paper chooses three typical women's social organizations as cases,and uses in depth interview method to collect data.In-depth interviews were conducted with the leaders of women's social organizations providing counseling,support and resource services for families,and explores the ways in which women's social organizations participate in social governance.This study proposes suggestions and approaches on how to fully play the roles of women's social organizations in social governance.This study finds that women's social organizations can make up for the dilemma caused by government failure and market failure,and play a unique role in social governance: they can fill the governance gap and serve the vulnerable groups with regard to "sharing worries for the government";they can tap social resources,link social resources and cultivate self-government capacity in the aspect of cultivating social self-governance capacity;at the same time,they can advocate the concept of equality and provide emotional support for the women.However,in the process of participating in social governance,women's social organizations also encounter some difficulties,such as the mobilization and flow of target groups,the lack of funding and resources,and the low degree of specialization closely related to them,which are restricted by territorial competition.Therefore,this paper argues that in order to make full of comparative advantages of social organizations in social governance,social organizations themselves and relevant government departments need to further explore ways to enhance the capacity of social organizations.
